Consideration of Board Signature of Document 2012-042, an Application to Business Oregon to Extend
the Certification of the La Pine Industrial Site.

BACKGROUND AND POLICY IMPLICATIONS:
The Oregon Industrial Site Certification Program is a comprehensive process to assure prospective
business developers that certain sites are "project-ready," in that there is a clear path to commence
development in 180 days or less after the industrial user takes affirmative steps to acquire the land and
operate at the site.
Deschutes County owns the La Pine Industrial Site (77.80 gross contiguous acres) which is on the south
side of Reed Road between Mitts Way and the Burlington Northern Railroad. The Governor's
Economic Revitalization Team certified the La Pine Industrial Site in 2004 and re-certified it in 2007
and 2009. According to program regulations, the site must be re-certified every two years.
There have not been any substantive changes that would significantly impact the original certification
or any previous re-certifications.
All applications for recertification must include an application page; a letter signed by the owner; and a
letter from the local jurisdiction. Those three documents are included in the packet with the document
number 2012-042.

FOR OREGON INDUSTRIAL SITE RE-CERTIFICATION
Part I: Required of All Recertifications:
1. Application needs to be updated with any changes and a new first page of the
application needs to be signed and dated by the owner certifying that all of the
information on the other application pages is correct. Changes to the other pages
can be made on an as needed basis. (This will be completed after Part II-IV are
completed).
2. Letter, signed by the owner/applicant, confirming the not-to-exceed sale price and
stating that there is no new information regarding environmental conditions at the
site (template available).
3. New letter from the jurisdiction, signed by the chief elected official, reconfirming
support for development of the site for the purposes stated in the original
application. (I need this letter addressed to me and signed).

Re: Renewal of Industrial land Certification for la Pine Industrial Site
Dear Mr. Williams:
Deschutes County is pleased to participate in the State's Industrial Site Certification program and
supports renewal of certification for the 77.80-acre la Pine Industrial Site. We recognize the importance
of complete and reliable information about strategic industrial sites as a way to facilitate the creation of
family wage jobs in Deschutes County and throughout Oregon.
As a part of the Industrial Site Certification program, the la Pine Industrial Site is targeted for a
development as General Manufacturing and Warehouse/Distribution. The County supports these
categories of development which are outright permitted uses under current zoning ordinances. Utility
facilities are allowed with a conditional use permit.
City/County services and development fees as described in the original application are still accurate. The
information in the original application accurately describes the site. This is a summary of our review:

Deschutes County administers the City of La Pine's zoning ordinance under a contract with the city. The
County will expedite the permit processes to ensure that the development is expedited at this site and
can be completed within 180 days.
There are no planned, pending or on-going land-use issues that could affect development of the La Pine
Industrial Site.

Dear Mr. Williams:
As the owners ofthe La Pine Industrial Site, Deschutes County wishes to recertify this site as an Oregon
Certified Industrial Site. The property does not have an assigned address. It is bordered by Reed Road
on the north, Mitts Way on the west, Finley Butte Road on the south and the Burlington Northern
Railroad on the east. It consists of approximately 77 .80 acres. The not to exceed price for the property
is $43,560 per acre.
This letter signifies Deschutes County's willingness and authority to transact with any legal party to
develop this site consistent with the General Manufacturing and Warehouse/Distribution industry
development profiles.
Staff has reviewed the original site certification application and found that no changes are necessary.
This is a summary of our review:
1. Maps showing current Net Contiguous Certified Acreage No Change
2. Surrounding/neighboring uses -aerial photo with labels No Change
3. Preliminary Title Report showing easements, liens, etc No Change
4. FEMA map showing 100 year flood plain No Change
5. Buildability data, USGS map, etc. No Change

To our knowledge there have not been any changes to the environmental conditions of the site since it
was originally certified.
