BACKGROUND AND POLICY IMPLICATIONS:
This is an addition to the master agreement for funding for the 2011-2013 biennium between the
Oregon Commission on Children & Families and the Deschutes County Children & Families
Commission. The amendment adds the second year of funding for the Healthy Start program and the
Community Schools project.
FISCAL IMPLICATIONS:
This agreement adds the Community Schools grant funding of $8,079, and $219,950 for the Healthy
Start program from the Oregon Commission on Children & Families to the Deschutes County Children
& Families Commission. The previously approved total amount of the agreement was $1,628,430.
The new grant amount increases the total of the agreement $228,029 to $1,856,459. These funds were
included in the 2011-2012 budget.

Goods and/or Services: This is an amendment to the master agreement for funding for
the 2011-2013 biennium between the Oregon Commission on Children & Families and
Deschutes County Children & Families Commission.
Background & History: This two year agreement is the basis for grant funding and
administrative services provided to Deschutes County Children & Families Commission
by the Oregon Commission on Children & Families. This agreement may be amended
when changes to grant streams, and revenue projections occur throughout the two year
cycle. This amendment adds the second year of funding for the Healthy Start program,
and the Community Schools grant. The total amount of the agreement is now
$1,856,459, a $228,029 increase from the prior amendment.

AMENDMENT #4 TO
OREGON COMMISSION ON CHILDREN AND FAMILIES 2011-2013 COUNTY
INTERGOVERNMENTAL AGREEMENT #DESl113
This Amendment Number 4 (this "Amendment") to Oregon Commission on
Children and Families 2011-2013 County Intergovernmental Agreement between the
parties hereto and dated as of July 1,2011 (as amended from time to time, the
"Agreement"), is entered into as of the date of the last signature hereto, by and between
the State of Oregon acting by and through its State Commission on Children and Families
("Agency") and Deschutes County acting by and through its Local Commission on
Children and Families ("County").
RECITALS
WHEREAS, the Agency and County wish to modify the Award set forth in
Exhibit C of the Agreement.
NOW, THEREFORE, in consideration of the premises, covenants and agreements
contained herein and other good and valuable consideration the receipt and sufficiency of
which is hereby acknowledged, the parties hereto agree as follows:
AGREEMENT
1. The Award section of Exhibit C of the Agreement is hereby amended to read in
its entirety as set forth in Exhibit 1 attached hereto and incorporated herein by this
reference.
2. County represents and warrants to Agency that the representations and warranties
of County set forth in section 2 of Exhibit E of the Agreement are true and correct
on the date hereof with the same effect as if made on the date hereof.
3. Agency shall adjust the disbursement of the Award to County consistent with the
change in the Award made by this Amendment.
4. Capitalized words and phrases used but not defined herein shall have the
meanings ascribed thereto in the Agreement.
5. Except as amended hereby, all terms and conditions of the Agreement remain in
full force and effect.
6. The parties hereto ratify and approve the Agreement as herein amended.
7. This Amendment may be executed in any number of counterparts, all of which
when taken together shall constitute one agreement binding on all parties,

notwithstanding that all parties are not signatories to the same counterpart. Each
copy of this Amendment so executed shall constitute an original.
IN WITNESS WHEREOF, the parties hereto have executed this Amendment as

each of the specified Funding Areas. The CFDA (Catalog of Federal Domestic Assistance)
Number specifies the source of federal funds as follows: CFDA Number 93.667 specifies
Title XX block grant funds, CFDA Number 93.556 specifies Title IV-B2 Family Support
Services grant funds, CFDA Number 93.658 specifies Title IV-E Foster Care.
