The IGA Jefferson and Deschutes Counties for the use of Jail Beds. It is an addendum to IGA 2009-645. PUBLIC HEARING ON THIS DATE? No BACKGROUND AND POLICY IMPLICATIONS: Previously, the Deschutes County Sheriff's Office had entered into an IGA with the Jefferson County Sheriff's Office for the use of jail beds in Jefferson County. The previous IGA allowed Deschutes County to pay for the actual beds used. In this IGA, the Deschutes County Sheriffs Office agrees to pay Jefferson County Sheriff's Office for a set number of beds on an annual basis, regardless of actual use. Due to recent overcrowding in the Deschutes County Adult Jail, the Deschutes County Sheriff's Office has entered this agreement with the Jefferson County Adult Jail to avoid having to use a matrix system to release inmates when the jail has reached capacity. FISCAL IMPLICATIONS: The Sheriffs Office has budgeted $146,000 for FY 2013. Deschutes County shall pay Jefferson County Sixty-two Dollars and Ninety-eight Cents ($62.98) per bed per day for ten beds for FY 2012-2013. The cost for bed space will increase each July 1, commencing July 1,2013, based on the Consumer Price Index for all Urban Consumers (CPI-U). In addition, Deschutes and Jefferson agree to an increase of up to three beds for no longer than five days; however, additional bed space shall be at the discretion of the Jefferson County Sheriff. Duration. This Agreement shall expire at 11 :59 p.m. on June 30, 2013. However, this Agreement may be continued on a year to year basis if agreed to by the parties in writing. /()lHJ ~1')..O11:l 2) Add in SectiOIt1r. Rent. Deschutes and Jefferson agree to an increase of up to three beds for no longer than five (5) days; however, additional bed space shall be at the discretion of the Jefferson County Sheriff. All rent shall be due and payable to Jefferson by Deschutes on a monthly basis. 3) Add in Section 7 (F). Transportation. Deschutes is responsible for inmate transports, court appearances, and pickup for disciplinary issues. 4) Add in Section 7 (B). Referral of lrunates. Deschutes will screen and classify irunates and will knowingly send only those inmates suitable for Jefferson jail housing. The parties agree to a review of this Agreement six months from the date of this Addendum. All other terms to remain unchanged.
