Consideration and signature of Resolution #2012-106, transfer of appropriation in the Deschutes
County Behavioral Health Fund.

BACKGROUND AND POLICY IMPLICATIONS:
Consideration of Resolution #2012-106. Effective August 1,2012, the Behavioral Health Department
will no longer contract with the Accountable Behavioral Health Alliance (ABHA) for utilization review
services and will instead hire a Utilization Review Specialist position (1.00 FTE). This change was not
anticipated at the time the FY 2013 budget was adopted.
FISCAL IMPLICATIONS:
A transfer of appropriation from Contingency to Personnel for $82,374 is required.
RECOMMENDATION & ACTION REQUESTED:
Approval and signature of Resolution #2012-106.

WHEREAS, attached is a request from the Behavioral Health Department requesting a transfer
of appropriations, and
WHEREAS it is necessary to transfer appropriations within the Deschutes County Budget to
accommodate the request; now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:

Attached please find an appropriation transfer request to add 1.0 Utilization Review Specialist in Fund 275 -Behavioral
Health. Historically, this position was contracted through our MHO -Accountable Behavioral Health Alliance. Effect
August 1, 2012, Deschutes County is no longer a member of this MHO, therefore, we will hire this position within the
County. Erik Kropp approved this position on July 19, 2012.
Please note this is a new position classification and the element/object has yet to be created.
