Also present were Tom Anderson, Interim County Administrator; Erik Kropp, Deputy County Administrator; Laurie Craghead, County Counsel; Teresa Rozic, Property & Facilities; Nick Lelack, Peter Russell and Peter Gutowsky, Community Development; and nine other citizens. Chair DeBone opened the meeting at 10:05 a.m. __________________________ 1. PLEDGE OF ALLEGIANCE 2. CITIZEN INPUT The Board recognized Chuck Humphreys for his participation on the Bicycle and Pedestrian Advisory Committee over the past six years. Mr. Humphreys said that he feels the group is very important to Deschutes County, and appreciates the support they have gotten from the Board and others. It is a symbol of what the County stands for. He learned a lot working with this group, and Cheryl Howard has been an excellent Chair, keeping them on track and getting others more involved. __________________________ The Board recognized Anna Johnson’s dedication during her ten years of service as the County’s Communications Coordinator. __________________________ Minutes of Board of Commissioners’ Business Meeting Wednesday, October 31, 2012 Page 2 of 5 The Board welcomed Tom Anderson as the new Interim County Administrator as of October 29. The Board thanked Erik Kropp for his capable handling of this role for the past year. 3. Before the Board was a Public Hearing, and Consideration of Signature of Order No. 2012-033, Conveying Park Lands to the La Pine Parks & Recreation District. Chair DeBone opened the public hearing. Teresa Rozic gave an overview of the Order and the request from the La Pine Parks & Recreation District for land from Deschutes County. Oregon Revised Statute allows this transfer to occur if the proper process is followed, including a notice and hearing. This will solidify some of the holdings already owned by the District; and will include six other parcels owned by the County. These parcels will fill in the existing holdings of the District. Arlo Fertig and Bob Schulz of the District are available to discuss this issue. Mr. Shultz said that many people love the County and the La Pine area because of outdoor opportunities, and they will put this land to good use. Commissioner Unger asked how they plan to use the land. Mr. Fertig said they envision trails, places for people to put in canoes and rafts, and an opportunity to enjoy more natural surroundings. They will be stewards of the land and wildlife as well. Chair DeBone stated that coordinating these parcels will provide critical mass and make the system more complete. There were no other comments offered, so the hearing was closed. Ms. Rozic said that staff recommends approval of the Order, which will allow this process to go forward. Approval of Minutes: Board Meeting of October 15, 2012 Work Sessions of September 26, and October 15 and 22, 2012 CONVENED AS THE GOVERNING BODY OF THE 9-1-1 COUNTY SERVICE DISTRICT 21. Before the Board was Consideration of Approval of Weekly Accounts Payable Vouchers for the 9-1-1 County Service District (two weeks) in the Amount of $13,983.46. UNGER: Move approval, subject to review. DEBONE: Second. VOTE: UNGER: Yes. DEBONE: Chair votes yes. CONVENED AS THE GOVERNING BODY OF THE EXTENSION AND 4-H COUNTY SERVICE DISTRICT 22. Before the Board was Consideration of Approval of Weekly Accounts Payable Vouchers for the Extension/4-H County Service District (two weeks) in the Amount of $72,359.43.
