PUBLIC HEARING ON THIS DATE? No BACKGROUND AND POLICY IMPLICATIONS: The Department of Solid Waste works cooperatively with the U.S. Departmentof Agriculter Wildlife Services for starling control at Knott Landfill. Starlings gather at the landfill and cause property damage and possible health problems for neighbors of the landfill. In addition their work at the landfillk, Wildlife Services provides a variety of services to the community including outreach and education as well as control services for problematic wildlife such as bear, cougar, coyote etc ... FISCAL IMPLICATIONS: Funding for Wildlife services is provided by the US Department of Agriculture, Oregon Department of Agriculture, Oregon Fish and Wildlife as well as Deschutes County. The County contributes the majority of the funds. This year the Solid Waste Department has allocated $102,000.00 for the service. RECOMMENDATION & ACTION REOUESTED: The Department of Solid Waste and the citizens of Deschutes County receive significant value for the service provided by Wildlife Services. OBJECTIVES/GOALS The objective of the Wildlife Services program in the County is to resolve wildlifelhuman conflicts related to damage caused by predatory animals to livestock and human health and safety. Cooperative efforts between APHIS-WS and the County will maximize existing resources to accomplish the goals of this Plan. APlllS­ WS will address the requirements of the National Environmental Policy Act (NEPA). Anticipated project results and benefits: I. To provide assistance to county residents experiencing wildlife conflicts caused by predatory animals. 2. To provide assistance in the form of educational infonnation or when appropriate to utilize the most effective and safe control tools and techniques available. 3 To provide a mechanism that enables other entities to participate in the program with shared responsibilities for funding, planning and evaluation. PLAN OF ACTION The objectives of the wildlife damage control program will be accomplished in the following manner: 1. APHIS-WS will provide a Wildlife Specialist to respond to damage situations in Deschutes County involving predatory animals that threaten human health and safety, livestock, and other property. 2. Patrick Smith, District Supervisor, at the District Office in La Grande, Oregon (541) 399-5814 will be responsible for training, day-to-day supervision and monitoring of the cooperative program. 3. APHIS-WS will bill the County quarterly for actual costs associated with this work and financial plan not to exceed $102,000.00. PROCUREMENT APHIS-WS will provide vehicles, and the initial supplies and equipment. Cooperator understands that additional supplies and equipment may need to be purchased under this agreement to replace consumed, damaged or lost supplies/equipment. Any items remaining at the end of the agreement will remain in the possession of APHIS-WS. STIPULATIONS AND RESTRICTIONS APHIS-WS will cooperate with the Oregon Department of Agriculture, Oregon Fire Marshal's Office, Oregon Department ofFish and Wildlife (ODFW), and the U .S.
