TITLE OF AGENDA ITEM:
Consideration and signature of Document No. 2012-638, a grant awarded to Deschutes County
Sheriffs Office from the TransCanada Corporation.

BACKGROUND AND POLICY IMPLICATIONS:
The Sheriffs Office was made aware of the TransCanada Corporation grant application during an
emergency services exercise planning meeting. TransCanada Corporation oversees the natural gas
pipeline that runs through parts of Deschutes County. One section of the pipeline runs near Knott
landfill.
The Sheriff's Office submitted an online application to the TransCanada Corporation Grant Program
requesting funds to pay for radio charging banks or other radio accessories required for the operation of
Sheriff s Office radios. The items to be purchased will be interchangeable with both the VHF portable
radios and digital radios that the Sheriff s Office currently uses.
FISCAL IMPLICATIONS:
The Deschutes County Sheriffs Office has received an award in the amount of$3,OOO.00.

Deschutes County Sheriff's Office is a full service organization: patrOl, criminal investigations,
corrections, civil and search and rescue. Special operations include a Marine Patrol, K·9 units,
and Forest Patrol,
Founded in 1916, Deschutes County Sheriff's Office under current Sheriff Larry Blanton serves
over 157,000 residents in the unincorporated areas of the county. Agency has 174 sworn
personnel and 47 non-sworn employees who provide services to the 3,055 square miles of
Deschutes County.
Headquarters completed in 1998 located next to our County Jail. Sheriff's Office maintains
SUbstations in Sisters, La Pine and Terrebonne.

In June 2004 became only 2nd Sheriff's Office in Oregon to receive Oregon Accreditation
Alliance certification. Re-accredlted May 2007 and Septemberj 2010.
November 2006, Deschutes County residents voted and approved two taxing districts that fund
Sheriff's Office operations,

Replacing old/obsolete portable radios and Bank Chargers. Radios used for Search and Rescue
& patrol functions, in case of emergencies or wildfire evacuations. Motorola discounted radios
but we were only able to purchase 24 due to limited funds. Need 30. We purchased 3 bank
chargers and need five, also need 8 radio holders (we have not purchased any). We have
invested our own funds into this project: 15 VHF Mobile Radios, 24 portable radios, three bank
chargers. spare portable batteries, audio side adapters for total project investment of $45,108
(OEM Interop Grant $33,831 and our office $11,277)

Target audience is citizens we serve. Radios used for communications during natural disasters
(floods, wildfires, ice storms) to evacuate citizens and coordinate response. Radios sometimes
checked out to other government agencies (federal, other law enforcement agenCies, fire
departments) during the emergency. These agencies respond at our request for mutual aid,
