TITLE OF AGENDA ITEM:
Consideration of Signature of Document No. 2011-001, a Grant Agreement for Recycling and Waste
Reduction Education and Promotion Services through The Environmental Center in Bend.
PUBLIC HEARING ON THIS DATE? No.
BACKGROUND AND POLICY IMPLICATIONS:
Deschutes County is required to provide an enhanced recycling education and promotion program by
State Law. Efforts in our program include classroom presentations, recycling promotion at community
events, and programs directed at residents as well as commercial business to educate and advocate
behavioral changes in this area. The Environmental Center is a non-profit company whose mission
complements our program very well, and they have provided this service for the County for a number
of years. They bring great expertise and experience to the program and often seek and obtain additional
funding from other municipalities and organizations that may benefit from these and other conservation
efforts. We recently issued a solicitation to explore interest by other service providers, but had only one
letter of interest from an out of state company that could not bring the same level of service that the
Environmental Center offers.
FISCAL IMPLICATIONS:
This is a two and a half year agreement. Funding for the remainder of this fiscal year totals $87,750.00.
Fiscal years 2012 and 2013 will be funded at $155,500.00. Adequate funding is included in this year's
budget. The agreement includes provisions for potential changes in funding levels in the remaining
fiscal years of the agreement depending on budget considerations. Funding has remained at this level
without increases since 2008.
RECOMMENDATION & ACTION REQUESTED:
The Environmental Center brings great experience and expertise to the program. Through their efforts,
the program has recieved state wide recognition. Signature of Document No. 2011-001 is
recommended.
