TITLE OF AGENDA ITEM:
Consideration and signature of Resolution #2011-008, transfer of appropriations in the Behavioral
Health Fund.

BACKGROUND AND POLICY IMPLICATIONS:
Consideration of Resolution #2011-008. The Behavioral Health Department needs to increase personnel
by 1.25 FTE. Due to State requirements, two Mental Health Specialist II positions totalling (1.00 FTE)
and one Mental Health Specialist II position (.25 FTE) will be hired effective March 1, 2011. These
hew hires will serve clients in the Early Assessment Support Alliance Program. In order to continue this
program at the current funding level, the State is requiring the addtional of FTE in hopes of meeting the
fidelity goal of 28 clients by June 30, 2011. The .25 FTE will be combined with an exisiting .75 FTE.
These positions were not anticipated at the time of the FY 2011 budget.
FISCAL IMPLICATIONS:
A transfer of appropriation from Contingency to Personnel for $89,761 is required.

Within the Various Funds of the 2010-2011 * RESOLUTION NO. 2011-008
Deschutes County Budget and Directing Entries *
WHEREAS, attached is a request from the Behavioral Health Department requesting a transfer
of appropriations, and
WHEREAS it is necessary to transfer appropriations within the Deschutes County Budget to
accommodate the request; now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:

Attached please find an appropriation transfer for the addition of 1.25 fte Mental Health Specialist II. The Additional
1.25 fte MHS II will serve our clients in our Early Assessment Support Alliance program. In order to continue this
program at the current funding level, the State is requiring the addition of the fte so that we can serve more clients and
meet our fidelity goal of 28 clients by June 30, 2011. The .25 fte should be combined with 16-65 position #49, which will
be vacated by Darcy Gilbert -Bridwell. The additional 1.00 fte will equate to two .50 fte positions.
Verbal approval to add fte received from D. Kanner on January 11, 2011.
FTE will be hired March 2011.
