Consideration and signature of Resolution #2011-012, transfer of appropriations in the Behavioral
Health Fund.

BACKGROUND AND POLICY IMPLICATIONS:
Consideration of Resolution #2011-012. A reorganization of the Health Services business team requires
a net decrease of 1.01 Full Time Equivalent (FTE) and $74,946 in personnel appropriation in Public
Health (Fund 259), an increase of .01 FTE and $403 in personnel appropriation in Healthy Start (Fund
260) and an increase of 1.00 FTE and $78,407 in personnel appropriation in Behavioral Health (Fund
275). There is no change to the FTE but, due to reclassification of employees, the combined
appropriation in the personnel category will be increased by $3,864.
FISCAL IMPLICATIONS:
A transfer of appropriation between Contingency and the Personnel Category is required, for a net
increase in appropriation of $3,864.
RECOMMENDATION & ACTION REQUESTED:
Approval and signature of Resolution #2011-012.

WHEREAS, attached is a request from the Behavioral Health Department requesting a transfer
of appropriations, and
WHEREAS it is necessary to transfer appropriations within the Deschutes County Budget to
accommodate the request; now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:

Attached please find an appropriation transfer reallocating fte due to the reorganization of our business team. A result
of the public health and behavioral health merger is that we formed a single business team. It has long been our goal to
review and evaluate how to strengthen our team through a reorganization. We proposed the following : to reclassify
Vicki Shaw as a senior accounting technician functioning in both divisions and to post an internal hire for a single billing
supervisor for both divisions. Dave Kanner approved this reorganization on December 22, 2010.
