TITLE OF AGENDA ITEM:
Consideration of Board Signature of Document No. 2011-135, Dedication and Acceptance of Reserve
Strips for road purposes located within the Equestrian Meadows Subdivision
PUBLIC HEARING ON THIS DATE? NO.
BACKGROUND AND POLICY IMPLICATIONS:
The plat for the Equestrian Meadows subdivision, Phase I and Phase II, created reserve strips at the end
of Juniper Ridge Road, NE Lynch Ave. and along the southern boundary of NE Jordan Lane. These
reserve strips are one foot sections of property that were not dedicated to the public and were required
by Deschutes County at the time of this development as an attempt to control access and development
of adjoining properties. The property located to the south of Jordan Lane, owned by John Arnett, is in
the process of doing a Measure 49 partition of their property and the reserve strip is blocking his access
to both NE Jordan Lane and NE 11th Street.
The plats for both Equestrian Meadows, Phase I and Phase II dedicated these reserve strips to
Deschutes County for future road purposes. Because these reserve strips have been specifically
dedicated to Deschutes County on the plat, all that is required to make these reserve strips public right-
of-way is the dedication and acceptance of these strips by the Board of County Commissioners. The
Commissioners have already dedicated the reserve strip located at the north end Juniper Ridge Road in
1996. We are also including the reserve strip at the east end of NE Lynch Ave. in this dedication.
FISCAL IMPLICATIONS:
There is no cost to Deschutes County to dedicate and accept these reserve strips as public right-of-way
RECOMMENDATION & ACTION REQUESTED:
Move approval of Board Signature on Document No. 2011-135, Dedicating and Accepting the Reserve
Strips as Public Right-of-Way.
