Consideration and approval of Resolution No. 2011-015, a resolution approving an amendment to the
Redmond downtown urban renewal area plan, extending the area within the plan.

BACKGROUND AND POLICY IMPLICATIONS:
The City of Redmond is proposing an expansion of its downtown urban renewal district from its current
size of 599 acres to approximately 701 acres. This expansion also extends the district's sunset date
from 2025 to 2031 and increases the district's maximum indebtedness from about $27 million to nearly
$121 million. The District estimates that planned improvements will lead to development that creates
between 2,000 and 2,500 jobs.
Urban renewal, also known as tax increment financing, is a means by which local governments can
provide infrastructure and other public improvements to "blighted" areas, thus encouraging
development and private investment. This works by "freezing" the assessed valuation of properties
within an urban renewal area, then using increased tax revenues (the "tax increment") from new
development in the area to pay debt service on bonds issued by the urban renewal agency to pay for
those infrastructure improvements. When the infrastructure improvements are completed and the debt
service has been paid off, all of the new development goes back on the tax rolls, thus significantly
increasing property tax collections for affected taxing districts.
In order to expand the Downtown Urban Renewal District, the City of Redmond Urban Renewal
Agency requires the concurrence of taxing districts representing 75% of the total permanent tax rate
assessed within the district. The City of Redmond and the Redmond School District, representing about
69% of that assessment, have already concurred.
PLEASE NOTE: The Board must also meet at the governing body of the 9-1-1 Service District to
approve Resolution No. 2011-016, as the governing body of Countywide Law Enforcement District #1
to approve Resolution No. 2011-017, and as the governing body of the Extension/4-H Service District
to approve Resolution No. 2011-018.
FISCAL IMPLICATIONS:
The expansion of the Redmond Downtown Urban Renewal Area does not affect current property tax
collections, as the County will continue to collect taxes on the "frozen base," as it does now. It will
postpone by six years the date on which properties within the Area return at full value to the tax roll,
however the District estimates that the combined property tax revenue returned to the County and the
three other affected taxing districts for which the Board serves as the governing body will increase from
$684,000 to about $2.1 million.
RECOMMENDATION & ACTION REQUESTED:
Approve Resolution 2011-015, a resolution approving an amendment to the Redmond downtown urban
renewal area plan, extending the area within the plan.

RE: Proposed 12`b Amendment to the Redmond Downtown Urban Renewal Area Plan
To whom it may concern:
Please find enclosed a copy of a proposed 12`" Amendment to the Redmond Downtown Urban Renewal
Plan ("Plan Amendment"), Report to the 12th Amendment to the Redmond Downtown Urban Renewal
Plan ("Report"), Downtown Urban Renewal Development Strategy ("Strategy"), the draft enabling
ordinance, and a copy of the public notice that was delivered to all City of Redmond utility bill payers.
The proposed Plan Amendment extends the Urban Renewal Area boundary from 599 acres to 701.7 acres
and increases the Plan's maximum indebtedness from $27,136,719 to $120,717,081. The Plan
Amendment will allow the Urban Renewal Agency to continue to address blighted conditions and
stimulate economic development. Consultants hired to help develop this Amendment estimate that its
implementation will over the next 20 years, attract 2,500 to 5,000 additional jobs, 1,800 additional
housing units and at least $444 million of private investment.
On April 12, 2011 at 7:00 PM the Redmond City Council will conduct a public hearing in the Redmond
City Council Chambers at 777 SW Deschutes Avenue, Redmond, Oregon, to consider adoption of the
Ordinance approving the Plan Amendment, Report and Development Strategy. Prior to the City Council
hearing a public information meeting and a hearing before the Redmond Urban Area Planning
Commission are also scheduled. Information on these meetings is included in the enclosed Public Notice
sent to all city utility bill payers.
We are sending you these documents in advance of the City Council public hearing so that you can
review them and comment. We would like to follow up this letter with a meeting to answer questions that
you may have regarding the proposed Plan Amendment and the preliminary financial analysis in the
Report.

REDMOND ORDINANCE
ORDINANCE NO. -
AN ORDINANCE OF THE CITY OF REDMOND APPROVING THE TWELFTH
AMENDMENT TO THE REDMOND DOWNTOWN URBAN RENEWAL PLAN
AND DIRECTING THAT NOTICE OF APPROVAL BE PUBLISHED.
WHEREAS, the Redmond Urban Renewal Agency (the "Agency") has prepared
and has proposed to the City of Redmond City Council for its approval of twelfth
amendment ("Twelfth Amendment") to the Redmond Downtown Urban Renewal Plan
(the "Plan"); and
WHEREAS, such Twelfth Amendment and its accompanying Report have been
prepared in conformity with the requirements of ORS 457.085 and with public
involvement in all stages of the development of the Twelfth Amendment; and
WHEREAS, a Downtown Redmond Urban Renewal Development Strategy has
been prepared to guide the implementation of the Twelfth Amendment; and
WHEREAS, pursuant to applicable state and local law, the City of Redmond has
provided public notice, including additional notice as required by ORS 457.120, and has
considered public testimony regarding the Twelfth Amendment; and
WHEREAS, the Twelfth Amendment to the Plan and Report were forwarded to
the Redmond Planning Commission for any recommendations as required by state law
for substantial amendments to an urban renewal plan, and the Planning Commission
reviewed the amendment to the Plan and Report on , and to
forward to the City Council for its consideration; and
WHEREAS, the City mailed copies of the Twelfth Amendment and its
accompanying Report to the taxing districts affected by the Amendment on , and
has received written concurrence of taxing districts imposing at least 75 percent of the
amount of taxes imposed under permanent rate limits in the urban renewal area per ORS
457.470; and
WHEREAS, the Redmond City Council has reviewed the Twelfth Amendment to
the Redmond Downtown Urban Renewal Plan; and
WHEREAS, the City Council finds the Twelfth Amendment to the Redmond
Downtown Urban Renewal Plan should be adopted and approved, based on the findings
listed below,
NOW THEREFORE, THE CITY OF REDMOND ORDAINS AS FOLLOWS:

Section 1: Findings In support of its adoption of the Twelfth Amendment to the
Redmond Downtown Urban Renewal Plan, the following findings of fact and conclusions
are adopted:
FINDINGS
1. Based upon the Report accompanying the Twelfth Amendment and other
information, that the area described in the Redmond Downtown Urban Renewal Plan,
as amended, is blighted by virtue of:
i. Approximately 27 percent of area's acreage (excluding right of
way) being vacant.
ii. The area having a low level of investment with an overall
improvement to land ratio of approximately 1.24: 1.00.
iii. The presence of vacant, deteriorated, and underutilized properties.
iv. Missing and inadequate sidewalks affecting approximately 35
percent of area's tax lots and hindering pedestrian mobility
throughout the district.
v. Poor vehicular circulation and access which poses an obstacle to
redevelopment.
vi. Inadequate or unsafe bicycle routes connecting key destinations.
vii. Inadequate landscaping and signage and poor appearance
alongside the western frontage of the US Route 97 reroute.
viii. The vacant and deteriorated condition of Evergreen Elementary
School.
ix. Vacant property and circulation challenges along the western end
of the Highland/Glacier Couplet.
x. Inadequate commercial services to support increased tourism and
professional employment.
xi. Inadequate entertainment, recreational, and park facilities, to serve
and attract residents.
xii. Inadequate housing stock to provide an adequate range of
alternatives to meet the needs of households of a variety of
incomes, demographics, and lifestyle preferences.
2. That the rehabilitation and redevelopment of the Plan area is necessary to protect
the public health, safety or welfare of the City of Redmond, which requires
substantially amending the Redmond Downtown Urban Renewal Plan.
3. That, based on information contained in Sections 400, 600 and 700 of the Twelfth
Amendment and other information, the Twelfth Amendment conforms to the
City's Comprehensive Plan as a whole, and provides an outline for accomplishing
the projects proposed.
4. That, based on Section 400 of the Twelfth Amendment and Section 100 of the
accompanying Report, the Twelfth Amendment conforms to the Economic

Development goals of the City's Comprehensive Plan and that the City does not
have a separate Economic Development Plan.
5. That the Twelfth Amendment does not require the displacement of persons and as
such requirements to house displaced persons in accordance with ORS 35.500 to
35.530 are not applicable to this Amendment.
6. That the acquisition of real property as provided for in the Twelfth Amendment is
necessary for purposes of ending blight in the geographic area as described in the
Twelfth Amendment.
7. That, based on Section 500 and Appendices A,B,C, D, and E of the Report
accompanying the Twelfth Amendment and other information, the adoption and
carrying out of the urban renewal plan, as amended, is economically sound and
feasible.
8. That the City shall assume and complete any activities prescribed it by the urban
renewal plan.
9. That the Redmond City Council hereby incorporates by reference the Twelfth
Amendment to the Redmond Downtown Urban Renewal Plan, attached to this
Ordinance as Exhibit "A", as support for its above-mentioned findings.
10. That the Redmond City Council further relies on the Report on the Twelfth
Amendment to the Downtown Urban Renewal Plan, attached to this Ordinance as
Exhibit `B", which is incorporated by reference.
9. That the Redmond City Council further relies on the Downtown Redmond Urban
Renewal Development Strategy, attached to this Ordinance as Exhibit "C", which
is incorporated by reference, the public hearing and the entire record before the
City Council in this matter.
Section 2. Based upon the above findings:
1. The Redmond City Council hereby adopts and approves the Twelfth Amendment
to the Redmond Downtown Urban Renewal Plan, pursuant to the provisions of
ORS 457.
2. The Redmond City Council further directs the City Recorder as follows:
(a) to record a copy of the Ordinance approving the Twelfth Amendment to the
Redmond Downtown Urban Renewal Plan with the Recording Officer of
Deschutes County, Oregon, pursuant to ORS 457.125; and
(b) to send a copy of this Ordinance to the Urban Renewal Agency for the City of
Redmond, Oregon; and

(c) to publish notice of adoption of the Twelfth Amendment to the Downtown
Urban Renewal Plan in accordance with ORS 457.095, 457.115 and 457.135
within four days following adoption of this Ordinance by the City Council.

NOTICE OF PUBLIC HEARINGS ON ORDINANCE
APPROVING A SUBSTANTIAL AMENDMENT TO THE REDMOND
DOWNTOWN URBAN RENEWAL PLAN
At 7:00 PM on March 1, 2011, in the Redmond City Council Chambers at 777 SW Deschutes Avenue,
Redmond, Oregon, the Redmond Urban Area Planning Commission (Planning Commission) of the City
of Redmond, Oregon will hold a public hearing and consider recommendation to the Redmond City
Council the adoption of an ordinance approving a substantial amendment to the Redmond Downtown
Urban Renewal Plan ("Plan"): the Twelfth Amendment to the Redmond Downtown Urban Renewal Plan
("Plan Amendment"), Report on the Twelfth Amendment to the Redmond Downtown Urban Renewal
Plan ("Report"), and the Downtown Urban Renewal Development Strategy ("Development Strategy").
A Public information meeting will be held at 7:00 PM, March 17, 2011 at the Redmond Fire Station
Training Room, 341 NW Dogwood Avenue, Redmond, Oregon.
On April 12, 2011, the Redmond City Council will conduct a public hearing in the Redmond City Council
Chambers at 777 SW Deschutes Avenue, Redmond, Oregon, to consider adoption of the Ordinance
approving the Plan Amendment, Report and Development Strategy.
A copy of the Ordinance, the Plan Amendment, Report and Development Strategy documents can be
obtained by contacting Kelly Morse, City of Redmond City Recorder at City Hall, 716 SW Evergreen
Avenue, or 923-7751. The ordinance, if approved, is subject to referendum.
A copy of the Plan Amendment% Report, and Development Strategy documents is also available
for review in the reference area of the Redmond Public Library, 827 SW Deschutes Avenue,
Redmond, Oregon.
The proposed Plan Amendment increases the maximum indebtedness from $27,136,719 to $120,717,081.
The maximum amount of indebtedness payable from tax increment revenues that can be issued under the
Plan as amended is $120,717,081.
The adoption of the Plan Amendment may impact property tax rates. A financial feasibility analysis
provided in the Report estimates that for the owner of a $150,000 home, the maximum tax impact in the
20 years associated with the Plan Amendment is less than twenty-three dollars ($23).
The proposed Amendment increases the Downtown Urban Renewal Area boundary from 599 acres to
701.7 acres.
