MINUTES OF BUSINESS MEETING
DESCHUTES COUNTY BOARD OF COMMISSIONERS

Present were Commissioners Tammy Baney, Alan Unger and Tony DeBone. Also
present were Dave Kanner, County Administrator; Erik Kropp, Deputy County
Administrator; Ronda Connor, Personnel; Nancy England, Health Services;
Hillary Saraceno and Barbara Balz, Children & Families’ Commission; and
twelve other citizens.
Chair Baney opened the meeting at 10:00 a.m.
1. Before the Board was Citizen Input.
Chair Baney noted that March 30, 2011 has been declared “Welcome Home
Vietnam Veterans Day” on a national level.
2. Before the Board was Consideration of the Reading and Adoption of a
Proclamation Declaring April as Child Abuse Prevention Month in
Deschutes County.
Barbara Balz gave an overview of the item. Child abuse prevention takes a
whole community to make sure children get the care they need. The KIDS
Center takes on a big role in this, but there are many other agencies that provide
services.
The license plate House Bill is moving forward in the legislature, and the hope
is that it gets passed.
Trees of Hope are being decorated by blue ribbons, representing cases of child
abuse. The ribbons will remain for the month of April.

Elaine Knobbs explained that the KIDS Center is the regional children’s
advocacy center, with over 600 children served last year. For fifteen years the
group has worked with others in the community to provide help to children who
have suffered from abuse, neglect .or other mistreatment. The ribbons have come
to represent a commitment to supporting these efforts and protecting children in
general.

Chair Baney then read the Proclamation to the audience, after which the
Commissioners went outside to tie blue ribbons to a Tree of Hope.
3. Before the Board was Consideration of Signature of Document No. 2011-
148, an Amendment to the Intergovernmental Agreement with the State
Department of Human Services regarding Mental Health Services.
Nancy England gave a brief overview of the item.

4. Before the Board was Consideration of Signature of Document No. 2011-
121, Renewal of the Health Benefits Plan.
Ronda Connor explained the document, which results in a net savings of
approximately $46,000. There is a little more cost to access, but the
negotiations with providers offset that cost.

Payable Vouchers for Deschutes County (two weeks) in the Amount of
$675,928.68.

11. Before the Board were Additions to the Agenda.
Commissioner DeBone spoke with Senator Merkley regarding HUB zones. This is
an issue with small businesses, especially in the forest industry. There are metro
counties and non-metro counties, and Deschutes Count is judged this way, by
census drafts. It won’t be until 2013 when they investigate whether the County can
apply. In the meantime, the legislature would have to handle this issue.
Commissioner Unger is trying to get more support for amendments on a timelier
basis.
Chair Baney asked for a one-page letter of support to deliver to legislators.
Commissioner Unger said the HUB zone qualified people from Crook County may
be the first to take advantage of it.
Commissioner Unger facilitated a Deschutes Water Alliance meeting yesterday,
and over forty representatives attended. They discussed how to gather data and the
various scenarios so that all parties can benefit. A lot was accomplished during the
meeting and afterwards when the group was having an informal lunch.
