MINUTES OF BUSINESS MEETING
DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, SEPTElVIBER 14,2011
Commissioners' Hearing Room -Administration Building -1300 NW Wall St., Bend
Present were Commissioners Tammy Baney, Alan Unger and Anthony DeBone.
Also present were Erik Kropp, Interim County Administrator,· Ken Hales,
Community Corrections,· Lori Hill, Health Services; Jessica Kelly, Children &
Families' Commission; media representative Hillary Borrud ofThe Bulletin; and
four other citizens.
Chair Baney opened the meeting at 10:00 a.m .

3. DEPARTMENT PRESENTATION & UPDATE: 911 County Service
District.
This item will be addressed at a later date.
4. Before the Board was Consideration of Signature of Resolution No. 2011
113, Adopting the Community Corrections Plan for Fiscal Year 2011-12.
Ken Hales gave an overview of the item. Chair Baney asked if there were any
significant changes from last year. Mr. Hales said the funding for domestic
violence diversion has been increased, and it is now a one-year plan rather than
a two-year plan.

The legislature and Department of Corrections are not in agreement regarding
some funding hold-backs so the second year may be handled differently.
Commissioner Unger asked about funding from specialty courts. Mr. Hales
said his staff is involved with specialty courts but the funding does not come
from the Department of Corrections. This comes through grants for the most
part.

5. Before the Board was Consideration of Chair Signature of Document No.
2011-578, an Intergovernmental Agreement with the Oregon Department
of Corrections for Community Corrections Services.
Mr. Hales explained the agreement details the terms under which services will
be provided.
Commissioner Unger asked how this compares to the previous year. Mr. Hales
said that funding has gone down about 5 -6%. Laws have also changed
regarding how long offenders have to be incarcerated; for the most part, a
shorter period of time. These are primarily offenders who don’t require a lot of
oversight.

6. Before the Board was Consideration of Signature of Document No. 2011-
389, a Services Agreement with Marc Williams, M.D. for Mental Health
Services.
Lori Hill gave a brief overview of the agreement. The provider is paid on a fee-
for-services basis and the agreement indicates the maximum amount.

7. Before the Board was Consideration of Chair Signature of Document No.
2011-525, an Intergovernmental Agreement with the Oregon Health
Authority regarding Behavioral Health Services.
Jessica Kelly provided background on this agreement, which is a cooperative
agreement with the State. Deschutes County was one of several counties that
are involved in this process. The program deals with people aged 18 to25 that
have a heavy alcohol use problem. A study will be made to determine what
kinds of strategies are needed to address the issue.

8. Before the Board was Consideration and Approval of Document No. 2011-
588, a Memorandum of Understanding between Deschutes County and the
Federation of Oregon Parole & Probation Officers.
Erik Kropp explained that this document would extend the current agreement
with the labor group. Negotiations have taken place and a one-year extension
of the agreement is recommended. Most of this is because of uncertainties
regarding State funding. No cost of living increase is included, and the health
benefit monthly premium will remain at $65, which is the current amount for all
employees.
