TITLE OF AGENDA ITEM:
Consideration and approval of Memorandum of Understanding 2011-588 between Deschutes County
and the Federation of Oregon Parole and Probation Officers.

BACKGROUND AND POLICY IMPLICA nONS:
The Federation of Oregon Parole and Probation Officers (FOPPO) is the labor union representing
Deschutes County Parole and Probation Officers in Adult Parole and Probation. The current
collective bargaining agreement between FOPPO and the County is a 2 year agreement that expired
on June 30, 2011.
The MOU extends the term of the current collective bargaining agreement for one additional year,
July 1,2011 through June 30, 2012. The proposed extension includes a 0% cost of living adjustment
(COLA) for July 1,2011 through June 30, 2012.
The County's bargaining team included Bruce Bischof, Erik Kropp, Tanner Wark, Debbie Legg, and
David Guerro. The County's bargaining team tentatively agreed to the MOU and one-year contract
extension and recommends its approvaL
FISCAL IMPLICATIONS:
The contract has no direct fiscal impacts, as it contains no wage or benefit increases.
RECOMMENDATION & ACTION REQUESTED:
Staff recommends approval and signature of Memorandum of Understanding 2011-588 between
Deschutes County, Oregon and the Federation of Oregon Parole and Probation Officers.

MEMORANDUM OF UNDERSTANDING 2011-588
BETWEEN
DESCHUTES COUNTY
AND
FEDERATION OF OREGON PAROLE & PROBAnON OFFICERS
Deschutes County ("County") and the Federation of Oregon Parole & Probation
Officers ("FOPPO") have determined that given the current economic climate it is in the
best interests of both parties to extend the terms of the current Collective Bargaining
Agreement for one additional year. To that end, the parties agree to:
1. Maintain the current compensation plan without a cost of living
adjustment, but maintaining step increases;
2. Maintain the current employee premium contribution for the County
employee health benefit plan at $65 per month;
3. The current agreement will expire on June 30, 2012. The terms and
conditions of the contract will remain in full force and effect throughout
negotiations for a succession agreement;
4. The parties shall commence negotiations for a successor agreement on or
before April 15, 2012.
