Consideration and signature of Resolution #2011-117, transfer of appropriation in the Behavioral
Health Fund.

BACKGROUND AND POLICY IMPLICATIONS:
Consideration of Resolution #2011-117. The Behavioral Health Department will decrease the Personnel
Category by $19,738. A .50 FTE Nurse Practitioner position has been unfilled for over twelve months.
This position will be eliminated, however .30 FTE will be used to increase a current .50 FTE Nurse
Practioner position. This resolution authorizes a reduction ofFTE in Behvioral Health from .50 FTE to
.20 FTE. This change was not anticipated at the time of the FY 2012 budget.
FISCAL IMPLICATIONS:
A transfer of appropriation from Personnel to Contingency for $19,738 is required.

WHEREAS, attached is a request from the Behavioral Health Department requesting a transfer
of appropriations, and
WHEREAS it is necessary to transfer appropriations within the Deschutes County Budget to
accommodate the request; now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES

Attached please find an appropriation transfer request to remove a .20 Nurse Practitioner fte from Fund 275. This fte
has been posted for well over a year at .50 fte and there have been no applications received. We will use .30 of this fte
to increase Kristen Higley from a .50 fte to a .80 fte Nurse Practitioner and request the remaining .20 fte be removed
from our budget.

Attached please find an appropriation transfer request to remove a .60 MHS II fte due to the elimination of funding from
a State grant for behavioral health screenings for DHS TANF clients.
This FTE was vacated July 1, 2011.
