Present were Commissioners Tammy Baney, Alan Unger and Anthony DeBone.
Also present were Erik Kropp, Interim County Administrator; Scott Johnson, Tom
Kuhn and Sarah Kingston , Health Services; George Kolb, Road Department;
Laurie Craghead, County Counsel; and two other citizens.
Chair Baney opened the meeting at 10:00 a.m.

None was offered.
3. DEPARTMENT PRESENTATION & UPDATE: Health Services.
Scott Johnson explained the mission of his Department, and the role of the
Board of Commissioners as the official Health and Mental Health authorities
for the County. There are citizen advisory boards providing input for both
health and behavioral health issues. Funding comes from State, Federal and
County resources. The budget is $29 million and about 225 workers, including
part-time employees. They operate out of more than 40 locations, including
schools and clinics throughout the County. They work with other agencies and
community partners on a variety of issues.
He gave an overview of the various services provided by his Department. He
said the Central Oregon Health Council is working hard as a regional entity to
consolidate resources.

Sarah Kingston did a presentation on health assessments. They are working on
a regional health assessment plan, to coordinate with other entities on how best
to address the needs of the area.
Commissioner Unger thanked Mr. Johnson for his work in consolidating health
and mental health services, and for his ongoing involvement in new ideas and
efficiencies. Commissioner DeBone was pleased with the overview and details
given.
Ms. Kingston said that they don’t just talk about how many people have a given
disease or behavior. It is not simple to do an assessment of an area because of
the various factors: geographic, financial, age, and so on. The measurements
are based on what other counties are doing, so a trend may not be exact or may
not really say how well this area is doing in relation to the rest of Oregon or the
United States.
She referred to her PowerPoint presentation (a copy of which is attached).
In particular, low birth weight equates to more health problems in the future,
along with trends towards behavior and law enforcement issues as those
children mature. The Nurse-Family Partnership working in the tri-county area
can make a positive impact on this situation. Also, suicide rates are trending
higher in Deschutes County, with the age group 45 to 64 highest, which is
against the national trend. It is generally under-reported and does not include
attempted suicide.
Chair Baney said an interesting component is the move from t reating symptoms
to having a health population. There is a high societal cost for the care of
children with low birth weight, but there is an impact on job issues for the
parents, housing problems and a whole host of other problems that can be tied
to this underlying issue.
Ms. Kingston said that poverty causes a lot of ongoing problems in health and
mental health issues, and these have lasting impacts.
4. Before the Board was Consideration of Board Signature of Order No.
2011-021, Supporting a Decision to Not Allow a Request to Drop the SDC
Requirement for Relocation of a Single Family Dwelling (Walker).
George Kolb gave a brief overview of this item. Commissioner Unger said he
did not like the way the Order was written and feels it does not address th e
situation.

Chair Baney asked about the length of time for the property owner to be able to
build on the original property, being one year rather than two. She felt that the
Order is acceptable, and to just have these concerns noted for the record. The
issue of SDC’s in general will be a topic of discussion in the future.

5. Before the Board was a Public Hearing and Consideration of First Reading
by Title Only of Ordinance No. 2011-018, Making Minor Technical
Changes to Title 17 of Code (Minimum Design Standards – Roads).
Chair Baney opened the public hearing.
George Kolb stated that this adopts the Central Oregon Stormwater Manual,
which was a collaborative effort. DEQ concurs with what is in the Manual.
The original standards were out of date regarding dry wells and ADA
requirements.
Commissioner Unger asked how the County works with the public on these
programs. Mr. Kolb stated that there is an accepted standard for development.
Commissioner Unger asked if there has been an opportunity for people to
respond and testify since these meetings are held during the day. Mr. Kolb said
the Planning Commission addressed this at their evening meeting.
Laurie Craghead stated that this was a noticed hearing, and people could have
commented in writing. Chair Baney stated that if this was an issue with a lot of
interest, something more could have been done. Commissioner DeBone said
that with the Board meetings now being video recorded, anyone can go to the
website and see what was discussed.

6. Before the Board was a Public Hearing and Consideration of First Reading
by Title Only of Ordinance No. 2011-026, Making Minor Technical
Changes to Title 12 of Code (Utility Permits - Roads).
Chair Baney opened the hearing.
Mr. Kolb said this has more to do with utilities and work done within the public
right of way. And annual permit allowed them to do work but it was harder to
track. This clarifies the process. The Transportation plan covers much of this
and is referred to there.
If a company is prequalified with ODOT, they are therefore prequalified with
the County. The forms being used were basically the same and this allows for
consistency. Most contractors in the area are prequalified with ODOT already.
Prequalification is not required for small projects such as a parking lot.
Being no testimony offered, Chair Baney closed the hearing.

14. ADDITION TO THE AGENDA
Erik Kropp asked Mr. Kolb where the Road Department Director position is
being advertised. Mr. Kolb said that it is being done through OASIS, AOC and
other groups and publications. They hope to do interviews during the first
couple of weeks of December. The Commissioners indicated that they may
want to be on a panel. Personnel hopes to have a new Director in place by mid -
December.
Being no further items to come before the Board, the meeting adjourned at
10:45 a.m.
