Present were Commissioners Tammy Baney, Alan Unger and Anthony DeBone.
Also present were Laurie Craghead, County Counsel; Georg Kolb, Road
Department; Nick Lelack and Peter Gutowsky, Community Development; Andy
Tullis and Hillary Borrud of The Bulletin; and three other citizens.
Chair Baney opened the meeting at 10:00 a.m.

None was offered.
3. Before the Board was Consideration of Board Signature of Resolution No.
2011-139, Initiating the Vacation of a Portion of Knickerbocker Avenue.
George Kolb gave an overview of the item. One affected resident is in favor of
the vacation but hesitates to sign the petition, so there has to be a hearing. The
easement is not needed and the road is very rough. All of the affected
properties are developed and have suitable access, and there are no utilities
involved.. The vacated area will go to the adjacent property owners.

2011-026, Accepting the Engineer’s Report and Setting a Date for a Public
Hearing regarding the Vacation of a Portion of Knickerbocker Avenue.
UNGER: Move signature of Resolution No. 2011-139.

5. Before the Board was Consideration of Second Readings, by Title Only,
and Adoption of Ordinances Nos. 2011-001 and 2011-002, Amending Titles
18 and 23 to Modify Deschutes County Zoning Map and Comprehensive
Plan Map for the Areas Eligible for the Destination Resort Overlay.
Peter Gutowsky gave a brief overview of the Ordinances and process. There is
a minor change to the final versions, when he incorrectly referenced at the last
hearing date in the document in one of the “whereas” clauses.
Laurie Craghead asked that the second readings include the reading of this
change by staff.
UNGER: Move second reading, by title only, of Ordinance No. 2011-001,
with the change as read into the record by staff.

Mr. Gutowsky explained there is a 21-day appeal window, and an appeal is
filed, the County will have to go through the LUBA appeal process.
He added that he has received a preliminary population estimate from Portland
State University, and noted that since the 2010 Census was released, the
numbers are not as high as originally expected. There will be more time for
destination resorts to think about their projects, since with the downturn of the
economy the projection will likely be beyond 2017 or 2018. Last year was the
lowest projection over the past ten years, although Deschutes County is still
growing somewhat. Crook County showed a net migration out of that county..
Commissioner Unger asked if the data shows migration between counties or
communities. Mr. Gutowsky said it does not; the Census is a detailed survey
and PSU’s process is not as exact.
The Board complimented Mr. Gutowsky, Ms. Craghead and staff on their hard
work during this process, and for their extensive involvement of the public.

21. ADDITIONS TO THE AGENDA
Commissioner Unger said that the Governor's Oregon Solutions Group is
working at creating more flexibility in the schools regarding training for
employment. The group is meeting this afternoon. There is a pilot program in
the Portland area, and it could possibly work here. There seems to be a
disconnect between education and the actual job market which needs to be
addressed ..
The Board discussed the need for the use of biomass and how that ties into
preserving forests and preventing wildfire scenarios. There are fledgling
companies here working on this kind of project, but they have stumbling
blocks. The Commissioners indicated support of the development of this
industry.
Being no further items to come before the Board, the meeting adjourned at
10:30 a.m.
