TITLE OF AGENDA ITEM:
Consideration and signature of Resolution #2011-141, appropriating a new grant and transferring
appropriations in the Behavioral Health Fund.

BACKGROUND AND POLICY IMPLICATIONS:
Consideration of Resolution #2011-141. The net changes to State Contract #134309, including
amendments #1 through #4, result in revenues in excess of what was estimated in the FY 2012 budget.
These revenues need to be appropriated and will be expended for Personnel and Materials & Services.
FISCAL IMPLICATIONS:
The new $1,939,972 State grants will be appropriated for Personnel and Materials & Services.

A Resolution Appropriating New Grant Funds *
to the Deschutes County 2011-2012 Budget RESOLUTION NO. 2011-141 *

WHEREAS, Deschutes County Behavioral Health Department will receive new State grant
revenue totaling $1,939,972; and
WHEREAS, these new grant funds need to be appropriated; and
WHEREAS, ORS 294.326(2) allows the appropriation and expenditures of new grant funds
designated to specific purposes; now, therefore, and
WHEREAS, attached are e-mails from the Behavioral Health Department also requesting
transfer of appropriations, and
WHEREAS, it is necessary to transfer appropriations within the Deschutes Count Budget to
accommodate the request; now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:

The NET changes to State Contract #134309. including amendments #1 through #4. result in revenues in excess of what was estimated in the FY 2012 budget.
These revenues need to be appropriated and will be expended for Personnel and Materials & Services. On November 2, 2011, the BOCC and Erik Kropp approved
the addition of 4.95 FTE for various Behavioral Health programs including Adult Services. Developmental Disabilities. and administration. It is anticipated that
the poSitions will be filled in November (.45 FTE) and December (4.50 FTE )

Subject: Budget resolution -Fund 275 State grant award including amendments #1 through #4.

Attached you will find a budget resolution appropriating funds awarded through our State grant in behavioral health.
The majority of these funds are for payments to our third party provider for our secure residential treatment facilities.
At the time we submitted our FY 12 requested budget, these funds were unknown. Our budget also included a
reduction in State general fund revenues, which did not occur. Also, we budgeted revenue for certain developmental
disability programs and those programs were funded for only a three month time period.

I Health Division, Adult Program needs to increase a current .50 fte PHN II position to a 1.0 fte position. We are
experiencing an increase in demand for nursing services related to our assertive community treatment program and a
project with Mosaic Medical Center that will require coordination with a registered nurse.

Attached please find an appropriation transfer request increasing Ron Snook, Developmental Disabilities Specialist I,
from a .75 fte to a 1.0 fte in Fund 275. Increasing this fte will allow more time for the development of new foster care
resources and the ability to monitor all existing homes.

fte senior secretary. This increase in fte will be offset by the elimination of current extra help staff.
