MINUTES OF BUSINESS MEETING
DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, NOVEMBER 30, 2011

Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend

Present were Commissioners Tammy Baney, Alan Unger and Anthony DeBone.
Also present were Erik Kropp, Interim County Administrator; Laurie Craghead,
County Counsel; George Kolb, Road Department; Peter Gutowsky, Community
Development; Anna Johnson, Communications; and twelve other citizens,
including members of the Oregon Youth Challenge.
Chair Baney opened the meeting at 10:05 a.m.
1. PLEDGE OF ALLEGIANCE
Commissioner Unger introduced members of the Oregon Youth Challenge, six
of whom are from the Portland area (and one from Redmond). They explained
that the program has helped them all tremendously to get on the right path and
gave them options. The cadet from Redmond said he had no idea how good the
program was, but it has helped him get back on track with his education. They
explained that the next piece is the post-residential portion when they work with
mentors who help them meet their goals.
They have learned a lot about discipline, but also have learned the value of
leadership. Almost anyone can rise to the occasion and be a leader if they try.
Chair Baney said that not everyone is successful with this, and she appreciates
the fact that they believed in themselves enough to stay with it.
Erik Kropp asked what their plans are for the future. One indicated he will
enroll in ROTC and then join the Army. Another cadet plans to graduate from
high school and has a job waiting for him building a natural gas pipeline.

One will go to Mt. Hood Community College and will then pursue pre-med at
the University of Oregon, in anesthesiology. One will return to high school and
then start college, focusing on psychology and English. Another will finish
high school and then pursue a degree in criminal justice. One other will attend
community college after high school, but is not yet sure of the degree. Another
will go to Portland Community College to study criminal justice, and will also
be working part-time.
Chair Baney asked how some of them will handle going back to their old high
schools and their old friends. Some indicated they have been back but realize
things can be better. They are now more mature. They will seek out a new
group of friends who are supportive. One indicated he has seen what true

3. DEPARTMENT PRESENTATION – Road Department.
George Kolb gave an overview of the work of the Road Department, the
structure of the various divisions and their duties, which are numerous. (A copy
of his presentation is attached for reference.)
The Department is funded by State motor vehicle revenue, followed by forest
receipts and other sources. The funding from virtually all sources has declined,
some significantly. Work is being done now by a study group to find ways to
fill this gap.
The Department maintains its own equipment. Commissioner Unger asked how
the snow blowers used by the Department and those used by ODOT. Mr. Kolb
stated ODOT uses theirs more for clearing the edges of roads. The Road
Department has equipment that is slower but equipped to handle heavier snow
work.
He explained how they answer the question, “Why doesn’t the Road
Department maintain my road?” There are a lot of roads that have not been
dedicated to the County. There are also local access roads that are not built to
County standards and have to be maintained by the residents. They are
prohibited from using certain funds to do certain things.
A moratorium was put in place in 2006 by the Board, not allowing any more
roads to be included in the roads maintained by the Departments.
Commissioner Unger asked how valuable the work of the Road Study Group
has been. Mr. Kolb said they looked at their pavement management syst em,
and the PCI (pavement condition index) may be adjusted downward. He
learned a lot about charging things out and whether some things make sense. It
has been a great deal of work but everything needs to be analyzed to find cost
savings and how to seek additional funding.

4. Before the Board was Consideration of Second Reading, by Title Only, and
Adoption of Ordinance No. 2011-017, to Adopt a Regional Economic
Opportunity Analysis and Regional Large-Lot Industrial Land Policy for
Central Oregon.
Peter Gutowsky said this has been a long process but a necess ary one. There is
a documented need for large lot industrial lands in the region. This can help
make the region competitive when an industry is looking at where to relocate.
The establishment of data centers is one industry that has been expanding. It is
critical that there be diversity of industrial lands available.
Commissioner Unger asked if there have been any changes since the first
reading. Mr. Gutowsky replied that the public can still interact but there have
not been, to his knowledge, any input provided or concerns voiced. There have
been no changes to the document since the first reading.
Commissioner DeBone feels this is a very positive step. Commissioner Unger
added that this action has been supported by the State as a model for other
communities.
Mr. Gutowsky said that the DLCD funded the study, and provided a second
grant for a regional governance framework through COIC. They will help with
MOU with local governments, and also provides the ability to develop a
buildable lands inventory in the various communities. This will help cities
expedite regional growth boundary expansions and infrastructure
improvements.

For the benefit of the audience, Laurie Craghead gave an overview of the
process that needs to be followed to adopt Ordinances, which are the law of the
County. There has been a series of meetings and hearings prior to this point.
Before the Board was Consideration of Approval of the Consent Agenda.
Item #5 was removed from the agenda for further discussion.

ADDITIONS TO THE AGENDA
14. Before the Board was Consideration of Approval of County Administrator’s
Signature of Document No. 2011-686, an Amendment to a Promissory Note
regarding the Purchase of Vacant Land. (Item #5 on the Consent Agenda.)
Tia Lewis, an attorney representing Four Winds Foundation, said that the
monthly payment amount is more than originally planned. She asked that the
note be modified to put the payment in a range that the Foundation can afford.
Most of their fundraising occurs in the spring and summer, so the winter
months are challenging. They are asking for a thirty-year term at 5% interest,
which helps them reach the monthly payment amount.
Chair Baney asked that she work with Mr. Kropp on this issue, after which time
it can be presented to the Board again.
Being no further items to come before the Board, the meeting adjourned at
11:00 a.m.
