PUBLIC HEARING ON THIS DATE? No. BACKGROUND AND POLICY IMPLICATIONS: The Health Services department previously provided prenatal services under the Healthy Start program. Healthy Start is a program that provides prenatal and obstetrical medical care for pregnant, low-income women intending to deliver at st. Charles Health Systems, Inc. In September 2011, these services were discontinued through the Health Services department. Services are now provided in private obstetrical offices. Medical equipment associated with this care is no longer needed by the county but is of use to organizations that will continue to provide this care to the community. The Health Services department requests approval to donate this equipment. The organizations chosen to receive the equipment are agencies that serve the under-insured and indigent community members that previously received this care through the Health Services department. FISCAL IMPLICATIONS: Approval of this resolution would authorize the removal of these assets from the county's asset list. RECOMMENDATION & ACTION REQUESTED: It is the recommendation of the Health Services department that this resolution is signed. REVIEWED LEGAL COUNSEL For Recording Stamp Only BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON A Resolution Declaring County-owned Assets as Surplus and Authorizing the Donation of These Assets to Community Partners * * * RESOLUTION NO. 2011-145 BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. The Board of County Commissioners of Deschutes County hereby declares that County assets previously used by the Healthy Start Prenatal Program are surplus and can be donated to community partners. The Healthy Start Program clinical prenatal services occurring at the Deschutes County Health Services location ended in September 2011. Prenatal services are no longer provided by Deschutes County, but are now occurring in private obstetrical offices. Medical equipment associated with this project will to be donated to community partners who provide this care to underserved pregnant women in the community. Section 2.
