Also present were Ken Hales, Community Corrections; Timm Schimke, Solid Waste Department; and one other citizen. No representatives of the media were in attendance. Chair Baney opened the meeting at 10:02 a.m. 1. PLEDGE OF ALLEGIANCE 2. CITIZEN INPUT Citizen Tony Aceti said that during the first part of October he had a house in La Pine that was potentially going into foreclosure; he advertised it for rent in the meantime. Someone who was homeless was allowed to move into the house, since Sarah Elliott of Behavioral Health indicated this family was qualified, and he should get rent in the amount of $650 from the County. He did not hear for weeks, so contacted the County to meet with Ms. Elliott. He was then told that the policy for reimbursement does not include housing that is in potential foreclosure, but he did not know this at the time. He hopes the County can reimburse him for the past-due rent. He suggested that it be made clear at the first contact that a property in foreclosure is not eligible for this program. Chair Baney said that she asked Erik Kropp to meet with Mr. Aceti and Ms. Elliott to discuss this further. _______________________________ Minutes of Board of Commissioners’ Business Meeting Monday, December 5, 2011 Page 2 of 4 Pages The Commissioners then presented a 25-year plaque to Timm Schimke, and congratulated him on his years of service to the County. 3. DEPARTMENT PRESENTATION – Solid Waste Department. Timm Schimke gave a PowerPoint presentation on the services provided by his Department. He explained the laws that they have to follow and how operations have changed over time, both in the main landfill and at the transfer stations. Parts of Knott Landfill have been closed and capped. The newest cell should be operational for about seven years, based on the current use. Bend Park & Recreation indicated that they ma y want to incorporate the closed areas in their future plans. Staffing is at 21 people, many of whom have been with the Department for many years. They use temporary employees when appropriate. They are now operating six days a week and there have been some layoffs necessary during the past couple of years. The Department receives very few complaints about the services they provide. Revenue is derived solely from tipping fees. They have lost 40% of the waste flow in recent years due to the poor economy. There is no support from the general fund and no revenue from property taxes. Potential additional revenue sources could be landfill gas to energy programs, rather than burning off the gas. There is technology now available to convert this gas into energy. He visited a facility in Ft. Lewis in Washington, where the gas is being separated out to fuel equipment and other uses. The County could also connect to the natural gas pipeline stream. The cost could be $15 million or more to set this up, but investors would determine what the payback time would be. There is always new technology being presented or discussed on what to do with landfill waste in general. 4. Before the Board was Consideration of Board Signature of Document No. 2011-687, an Intergovernmental Agreement with the Oregon Department of Corrections regarding Funding of Supervision and Treatment of Offenders Addicted to Drugs and/or Alcohol. Minutes of Board of Commissioners’ Business Meeting Monday, December 5, 2011 Page 3 of 4 Pages Ken Hales said this agreement was established as part of the Measure 57 program, which was passed by voters in 2008. The State is to provide funding for this purpose. The services offered are unchanged from prior years, but instead of getting quarterly checks up front from the State, they will now be received on a reimbursement basis. There is a certain set of offenders that meet the criteria. His department would otherwise have to spend other grant funds on these services, or would not be able to provide these services at all.
