PUBLIC HEARING ON THIS DATE? No BACKGROUND AND POLICY IMPLICATIONS: Deschutes County will offer employees a Health Risk Assessment (HRA) through the County's Wellness Program. The HRA includes the completion ofa questionnaire, a blood draw and biometric measurements. All employees completing an HRA will receive a one-month exclusion from their Health Benefits premium, up to $65. FISCAL IMPLICATIONS: None -Use funds budgeted for wellness. Month's Health Benefits Premium Co-Pay for ,.. ORDER NO. 2011-029 Participating in a Health Risk Assessment ,.. WHEREAS, Deschutes County has committed to the development of a Wellness Program as a means to address the rising cost of health care and improve the health of County employees; and WHEREAS, the Employee Benefits Advisory Committee voted unanimously on November 15,2011 in support of providing an exclusion from one month's Health Benefits Premium as an incentive to encourage participation in a health risk assessment; and WHEREAS, according to the Centers for Disease Control and Prevention and the National Center for Health Statistics, 66% of American adults are overweight, 32% are obese, 60% do not exercise regularly, 45% have a chronic disease and 23% smoke cigarettes; and WHEREAS, according to the Department of Health and Human Services, employers with worksite wellness programs reduce healthcare costs by 20% or more, reduce short-term sick leave by 6% to 32%, and increase productivity by 2% to 52%; and WHEREAS, according to the Harvard Business Review, the return on a comprehensive, well-run employee wellness program can be $6 for every $1 spent; now therefore THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, HEREBY ORDERS as follows: 1. Deschutes County will offer employees a Health Risk Assessment through the County's Wellness Program. The Health Risk Assessment includes the completion of a lifestyle questionnaire, a blood draw and biometric measurements. 2. All employees completing a Health Risk Assessment will receive a one-month exclusion from their Health Benefits Premium, up to $65.
