4.12.40 Adjustments-Hearing. As this section also deals with the adoption of a new fee
schedule, not sure this is a very descriptive section title.
4.12.060 New Fees – Duration (change in the list of contents – currently reads
Emergency Fees – Duration
Several references to “actual cost of providing services”. Not sure this is the r ight phrase
to use. The County does not perform what anyone could call “cost analysis”. 4.12.010 A
and 4.12.010 B, 4.12.020,
4.12.030 Annual Adjustment
Any fee, for which no change is recommended by a department, may be adjusted
annually, based on the applicable Consumer Price Index (CPI) for all urban cons umers,
as compiled and published by the United States Department of Labor, Bureau of Labor
Statistics, as of the prior December for the July 1 setting of fee.
4.12.050 Publication and Distribution
The County Administrator shall compile all County fees as of each July 1 and shall
disseminate such compilation in the most effective and efficient manner available [The
fee schedule is not set to the County departments – it’s posted on the County’s intranet
site. Not sure if this meets the definition of “publication” ]
4.12.060 New Fees – Duration
B. When a good or service is requested (?) and no fee has been previously adopted by
the Board, the Board shall declare a fee which shall be based on the cost of the work to be
performed or the good to be provided.

Absent any real cost analysis, I’m not sure the County has any way to determine the
actual cost of service for any of its fees.
