BACKGROUND AND POLICY IMPLICATIONS:
The Partnership Agreement between the Oregon Commission on Children and Families (OCCF) and
Deschutes County was first implemented during the 2003-05 biennium. This document is required by
the OCCF and outlines the expectations of the partnership between Deschutes County and the OCCF,
as defined in Oregon statute. The Partnership Agreement was recently revised by the the Oregon
Commission in partnership with the Association of Counties Human Services Subcommittee in order to
clarify the expectations related to the five statutory functions of the Commission on Children and
Families:
1) Coordinated community planning and implementation;
2) service development by investing in best practices, ensuring accountability and meaningful outc Ames
for investments;
3) system and resource development to increase capacity, leverage resources, and improve conditit,ns;
4) policy development to ensure children, youth and families are protected, healthy and successful: and
5) community mobilization to increase awareness, maximize efforts and to strategically implement
actions for change.

Goods and/or Services: The 2009-11 Partnership Agreement is a required document
by the OCCF and outlines the expectations of the local Commission on Children and
Families, the Deschutes County Board of Commissioners, and the State Commission
on Children and Families. The local Commission agrees to address child, youth and
family issues identified in the Comprehensive Plan by performing work in the five
statutory functions of the Commission (outlined below) and to conduct a review of local
commission investments and results by October 15, 2010.
Background & History: The Partnership Agreement between the Oregon

Dear Board of County Commissioner,
Attached is the 2009-11 Partnership Agreement between the State
Commission on Children and Families and Deschutes County for your
signature. Partnership Agreements of this nature have been in place
between the two entities since the 2003-05 biennium.
The current document was recently revised by the State Commission in
partnership with the Association of Counties (AOC) Human Services
Subcommittee. The document was sent to all Boards of County
Commissioners for review and comment. In this final agreement, both the
State Commission on Children and Families and the Association of Counties
Human Services Subcommittee conclude that this Partnership Agreement
accurately reflects good practices and effective services and supports for
Local Commissions on Children and Families.
This agreement serves as a means for Boards of County Commissioners to
understand and access the Local Commission on Children and Families
system within their county. The Partnership Agreement also identifies
expectations of the partnership between the counties and the State
Commission on Children and Families.
Please review, sign and return the attached agreement to the Oregon
Commission on Children and Families office at your earliest convenience.
We will return a fully executed copy to you for your records.

2009-11 PARTNERSHIP AGREEMENT
"Under the direction of ... boards of county commissioners, and in conjunction with the
guidelines set by the State Commission on Children and Families, the main purposes of a local
commission on children and families are to promote wellness for children of all ages and their
families ..., ... to mobilize communities and to develop policy and oversee the implementation of a
local coordinated comprehensive plan ..." ORS 417.775 (1)
Expectations of Counties:
We, the Board of County Commissioners for County agree that the
County Commission on Children and Families is staffed to perform its work in
compliance with state statute and federal rules and regulations (ORS 417.705 through 417.801;
OAR 423-010-0005 through OAR 423-010-0040). The Board of Commissioners further agrees
to the following.
1) The Board of County Commissioners assures that the local commission addresses child,
youth and family issues by performing work in the following five functions, as described
in the attached document:
a) Comprehensive, Community Planning and Implementation: Leading
strategically
b) Policy Development: Shaping policy and law
c) Community Mobilization: Organizing change
d) System Development: Bringing services together
e) Service Delivery Improvements: Ensuring quality and accountability
2) The Board of County Commissioners assures that each biennium on or before October
15th of even numbered years, local commission members and staff will:
a) Conduct a review of the local commission's work and results in the five functions,
using a format determined by the local commission;
b) Present findings of the local commission review to the Board of County
Commissioners; and
c) Provide a copy of the local commission review to the assigned state regional
coordinator.
3) The Board of County Commissioners assures that all local commission funds are used
solely for costs associated with local commission -directed efforts to implement the
county's community, comprehensive plan for children, youth and families.

Expectations of the State:
The Oregon Commission on Children and Families agrees that, in support of local commission
work, the state commission will:
a) Review the information provided through the local commission review and offer
technical assistance, including tools to conduct the review as requested;

Analyze and synthesize the information provided by local co—missions for the governor,
legislature and other state agencies;
c) Provide timely and responsive planning guidelines, requirements and technical assistance
for the development and implementation of the county's community comprehensive plan
for children, youth and famiiies;
d) Provide draft IGAs, contracts and other critical documents to local commissions as far in
advance as possible to facilitate timely review, comment and adoption by commission
membership, county departments and BOCC's.
e) Involve Boards of County Commissioners, local commission members, and local staff,
through the Association of Oregon Counties or other state venues, in policy and budget
decisions;
f) Provide technical assistance and training to the local commission, Board of County
Commissioners and other partners as needed or required to perform commission
functions;
g)
Use fiscal and performance reports of local commissions to help ensure quality,
compliance with state and federal requirements and identification of areas needing
technical assistance; and
h) Manage state resources to support the work of local commissions.
By signing this Partnership Agreement, the Board of County Commissioners certifies that it will
meet with the local commission and discuss the review prior to submission to the state regional
coordinator by October 15, 2010.

Functions of the Local Commission
Comprehensive, Community, Planning and Implementation (Leading strategically)
• Lead and coordinate a local planning process that promotes shared organizational leadership.
• Convene and engage broad, community participation that values inclusiveness and diversity from
both informal and formal partners.
• Facilitate the local process of compiling and analyzing data, mapping services, referencing existing
plans and gaining understanding of the underlying issues. Identify issues, gaps, barriers, needs,
strengths and review information on proven and best practices to determine actions.
• Develop collective strategic actions to address issues, gaps, and barriers across multiple disciplines
and share leadership on implementing planned actions.
• Determine LCCF investments of time and resources to advance plan implementation
= Promote shared leadership among agencies, community organizations to implement and monitor the
comp plan and related service plans.
Policy Development (Shaping Policy & Law)
• Provide leadership and expertise on children, youth and family issues.
• Develop policy recommendations to address needed changes in law, practice, procedures, protocol
and rules to address issues, fill gaps or bring solutions to barriers that affect children, youth and
families.
• Provide information and resources regarding best practices for programs and policies in the county.
• Advise BOCC on policy reform regarding children, youth and families, including alignment of
policies and resource allocations to ensure accessible and effective service delivery and on legislative,
and other state actions that affect county programs, policies and procedures.
Community Mobilization (Organizing Change)
• Engage community members in addressing issues facing children, youth and families, while
promoting respectful inclusion of all community members.
• Strengthen links between the community and formal service networks.
• Build community awareness, knowledge and advocacy around children, youth and families issues,
identified needs and effective actions.
• Facilitate development of community solutions and partnerships for addressing children, youth and
family issues.
• Celebrate community success in impacting children, youth and family issues.
System Development (Bringing services together)
• Work together across multiple disciplines and partners to develop and assure a comprehensive
continuum of services across the age and delivery continuum
• Act as a catalyst for system delivery improvement through increased effectiveness, efficiency and
innovation.
• Build community capacity to better manage and develop resources and to ensure the sustainability of
service delivery systems, including regional partnerships where common interests exist.
• Facilitate mediation and other alternative conflict resolution approaches for community groups
seeking to develop collaborations or partnerships.
Service Delivery Improvements (Ensuring Quality and Accountability)
• Identify services and service delivery improvements needed in communities.
• Improve existing services through promotion of evidence based practices.
• Invest LCCF resources for the implementation of programs and initiatives that address issues
identified in the comprehensive community plan and monitor, evaluate and manage those resources.
• Monitor and evaluate local comprehensive plan effectiveness.
