PUBLIC HEARING ON THIS DATE? No BACKGROUND AND POLICY IMPLICATIONS: This two year agreement is the basis for grant funding and administrative services provided to Deschutes County Commission on Children & Families by the Oregon Commission on Children & Families. This agreement is amended when changes to grant streams, and revenue projections occur throughout the two year cycle. This amendment increases the Healthy Start funding allocation through June 30, 2010, and includes a new Exhibit 2 specifically related to the Healthy Start funding. Exhibt 2 lists the important provisions of the RFA approved for Deschutes County, including the number of required Family Service Units. Healthy Start services are administered by Healthy Families of the High Desert. Healthy Families of the High Desert has been in operation in Deschutes County since 1994. At that time it was one of seven counties to receive funding from the State Commission on Children and Families to provide the state Healthy Start program. It has been serving families in Jefferson County since 2008. It is administered through the High Desert Education Service District. In 2007 the progr,m became accredited through Healthy Families America, Prevent Child Abuse America. The program ias established itself as an integral part of a coordinated early childhood system of services, serving children and families in Deschutes and Jefferson Counties. FISCAL IMPLICATIONS: The Healthy Start increase is $232,104, changing the total amount of the intergovernmental agreem,,nt to $1,930,829. The previous total amount of the intergovernmental agreement was $1,698,725, approved on December 4, 2009. RECITALS A. WHEREAS, the Agency and County wish to modify the Award set forth in Exhibit C of the Agreement. B. WHEREAS, the Agency and County further wish to modify the Agreement with respect to Healthy Start services to be provided hereunder. AGREEMENT NOW, THEREFORE, in consideration of the premises, covenants and agreements contained herein and for other good and valuable consideration, the receipt and sufficiency of which is hereby acknowledged, the parties hereto agree as follows: 1. The Agreement is further amended with respect to Healthy Start services to be provided by County as reflected in Exhibit 2 attached hereto and incorporated herein by this reference. 3. County represents and warrants to Agency that the representations and warranties of County set forth in Section 2 of Exhibit E of the Agreement are true and correct on the date hereof with the same effect as if made on the date hereof. 4. Agency shall adjust the disbursement of the Award to County consistent with the change in the Award made by Exhibit 1 of this Amendment. 5. Community Schools $ 5,000 $ 0 EXHIBIT 2 HEALTHY START SERVICES With respect to Healthy Start funding advanced to the County under the Agreement for services to be provided by County through June 30, 2010, the County will provide a minimum of 66 family service units with Intensive Home Visiting Services by June 30, 2010, and with respect to the provision of such services: • Act reasonably to meet each of the 12 Critical Elements of Healthy Families America ("Elements") as referenced in the Agency's Healthy Start Program Policy & Procedure Manual; • Act reasonably to meet all outcomes for the Healthy Start Performance Indicators ("Outcomes") in accordance with data reported by NPC Research and Agency; • If unable to meet each of the foregoing Elements and Outcomes, demonstrate reasonable efforts to improve areas of underperformance • Materially comply with all other applicable provisions of the Agency's Healthy Start Program Policy & Procedure Manual.
