BACKGROUND AND POLICY IMPLICATIONS:
Referral to Deschutes County voters at the May 18, 2010 election for a county bond to expand and
remodel the county jail.
FISCAL IMPLICATIONS:
The estimated cost to the average homeowner would be approximately $2.67 per month, based on
information from the County Assessor.
RECOMMENDATION & ACTION REQUESTED:
It is requested that the Board sign Resolution 2010- 007: A Resolution Submitting to the Voters
in a County -Wide Election a Bond Measure to Fund County Jail Expansion and Remodel.

A Resolution Submitting to the Voters
in a County -Wide Election a Bond Measure
to Fund County Jail Expansion and Remodel.

WHEREAS, the Board of County Commissioners of Deschutes County, Oregon (Board), has
determined that a bond measure should be submitted to the qualified voters of the County as
established by Section 11, Article XI of the Oregon Constitution in order to fund the expansion and
remodel of the Deschutes County Jail, and
WHEREAS, the Board considers expansion and remodel of the Deschutes County Jail as
necessary and in the public interest; and
WHEREAS, the Board finds that anticipated County revenues are insufficient to provide
adequate funds to expand and remodel the Deschutes County Jail; and
WHEREAS, the Board determines a bond not to exceed $44 million is necessary to expand and
remodel the Deschutes County Jail to met the needs of Deschutes County; and
WHEREAS, it is necessary to submit the question of authorizing a bond measure to the
registered voters of Deschutes County, Oregon; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:
Section 1. Form of Question. The County Clerk shall submit to the registered voters of
Deschutes County, Oregon, for their approval or rejection, the measure set forth in Exhibit "A,"
attached hereto and by this reference incorporated herein.

Section 2. Date of Election. The measure set forth in Exhibit "A" shall be submitted in the
manner prescribed herein to the qualified voters of Deschutes County, Oregon, at an election to be held
May 18, 2010.
Section 3. Ballots. The County Clerk shall clearly and boldly print the words "CONTAINS
VOTE ON PROPOSED TAX INCREASE" in red ink on the outer envelope of ballots to be mailed to
registered voters.

DESCHUTES COUNTY BOND TO EXPAND AND REMODEL EXISTING JAIL
QUESTION
Shall Deschutes County expand and remodel the existing jail by issuing general
obligation bonds not to exceed $44 million? If the bonds are approved, they will be
payable from taxes on property or property ownership that are not subject to the limits of
sections 11 and 11 b, Article XI of the Oregon Constitution.
SUMMARY
Passage of this measure would fund capital construction and improvements,
including:
• Adding space to provide for up to 250 additional general population inmates.
• Adding room for approximately 50 inmates with mental health, medical and/or
disciplinary issues to enable jail staff to provide additional treatment at the jail,
avoiding added costs and safety issues.
• Space for inmate programs to address behavioral problems, including drug and
alcohol addictions.
• Increased room for intake, release and inmate processing.
The annual cost of the bond is estimated at 18 cents per $1,000 assessed value. The cost
would be approximately $3 per month for property with an assessed valued of $200,000.
The bonds would mature in 30 years or less from the date of issuance and be issued in
one or more series.
