The Federal Appropriations Project Request will provide supplemental funds for the Family Access
Network (FAN) at a time when unemployment remains high and basic needs are not being met for a
growing number of children and their families. Located in all K-12 local public schools, FAN helps
local families to access critical support services, acquire basic needs and improve physical/mental
health of disadvantaged children. Funds from this appropriation will go directly back to Deschutes
County to help local families to break the cycle of poverty and ensure children attend school ready t 3
learn. In 2008-09, FAN assisted 7,860 children and family members, a 15% increase from two prior
years.

The amount for the Federal Appropriation Project Request is $425,000 for the 2011 federal fiscal y:ar.

Plan, housing, translation, heating, clothing, food and more. In 2008-09, FAN assisted 7,860 children and

FAN families struggle to make it from day to day. Inadequate housing, hunger, health problems and rising
unemployment all contribute to an ongoing cycle of poverty. These funds will enable FAN advocates to
connect up to 4,000 disadvantaged children and family members in one school -year to critical basic -need
services, such as food, shelter, heating and clothing, with the goal of keeping children healthy and in school.
FAN supports our most needy children, removing barriers and paving the way for a child's success. Providin g
a child with a solid education is truly instrumental in breaking the cycle of poverty.

FAN helps families move out of poverty and into self-sufficiency by connecting them to basic -need services.

Dear Congressman Walden:
On behalf of the Board of Commissioners of Deschutes County, I
respectfully request that you support the Deschutes County Family Access
Network appropriations request for $425,000. This request is the second
highest appropriation request priority for Deschutes County.
FAN is unique to Deschutes County in that it provides family advocates in
all Deschutes County public schools. FAN advocates are service brokers
who link children and families to critical social supports, with the goal of
keeping children in school. Working through one dedicated advocate, a
student or parent is referred for dental work, job opportunities, clothing,
rent assistance, health insurance and more. Central to this approach is
empowering families to take action to help themselves.
Last year alone, FAN connected over 7,800 children and family members
to basic -need services. Connections to essential services included 2,002
connections to food; 3,457 children and families provided clothing; 1,859
people linked to improved housing options; 2,125 children received much
needed school supplies; and over 2,800 children and families members
linked to health coverage or health care.
We hope that you will work with your colleagues on the Appropriations
Committee to secure full funding for the Family Access Network request.

school well-fed and ready to learn. The FAN Foundation is the private non-profit arm of FAN.
Project Description:
FAN is a partnership of local government, hospitals, school districts, and social service organizations
that work together to help ensure school success by helping families to acquire basic needs and to
improve physical/mental health of disadvantaged children.
Located in all K-12 local public schools and two early childhood centers, FAN works by connecting
children and their families with vital family support services such as Oregon Health Plan, counseling,
mediation services, translation, shelter, clothing and food assistance. Additionally, FAN assists many
student support services such as health and wellness clinics and connects families with anger support
groups, grief and loss groups, drug and alcohol intervention, recreational programs, and after-school
care.
During the 2008-09 school year, FAN worked with over 7,850 children and family members, a 15%
increase from 2 years prior. Deschutes County wants to build on this success to meet a growing need
in the region. Federal funding will enable Deschutes County to ensure continuation of the FAN
program at its current level.
How will the funds be spent? Please provide a detailed timeline and description of how the
funds will be used and indicate whether funds will go toward construction, planning, or
programming.
Funds will be used to support FAN advocate salaries and benefits for one school year to increase
services to local children. FAN advocates serve up to 250 children and family members per school
site each year. FAN advocates complete quarterly reports including number of individuals served,
type of connection made and percentage of families connected to essential services.
Timeline: Upon receipt of funds, FAN advocates will connect up to 4,000 children and family
members to essential services through one school year (Sept. — June).

How is this project a good use of taxpayer funds?
FAN works with our most needy families within Deschutes County, often the working poor. More
than half of the families served through FAN receive assistance only once because they are in
transition due to a job change, domestic violence, a medical issue, or another life occurrence. With a
little assistance, these families are able to continue to support themselves and not fall into a long-term
cycle of poverty. With the current economic downtum FAN is working with families who have
never needed help in the past; families homeless because of a lost home, bankruptcy, or lay-off are
seeking help through FAN. Many of these families have been donors to FAN in the past.
The federal appropriation will build upon the current successes of our FAN advocates. By helping
families move to the next level, out of poverty and into a self supporting family situation, this work
impacts the economic health of our community thus saving the tax payers money. Through FAN,
we are able to help break the cycle of poverty, assist families in improving their living situation, and
move towards the economic health of our children and families.

Yes, but not long-term (need time to build FAN Foundation); 4 years ago, 90% of the total budget
for FAN was from federal Medicaid Reimbursement. The FAN Foundation was formed and in 3 '/2
years, FAN funding was diversified and now only 49% of FAN's budget is from Federal Medicaid
funding. The $425,000 requested would allow the Foundation time to diversify funding. The
long-term goal for FAN has been to establish sustainability without depending on federal funding
(they just need a little more time to get there).
