BACKGROUND AND POLICY IMPLICATIONS:
On February 3, 2010, the Deschutes County Board of County Commissioners ("Board") held a dul y
noticed public hearing and approved Order No. 201Q-011, approving formation of the Pinewood
Country Estates Special Road District, Establishing the Name and Ordering a Measure to Form the
District, and Authorizing a Permanent Rate Limit for Operating Taxes be Placed on the May 18, 2 )10
Primary Election Ballot. In order for the Deschutes County Clerk to place this information in the
Voters' Pamphlet, the Board must approve Chair signature of and the Chair must sign the Notice of
District Measure Election and the Explanatory Statement for County Voters' Pamphlet (2010) Those
two documents have been assigned Document No. 2010-135.

A measure election will be held in Deschutes County, Oregon.

The following shall be the ballot title of the measure to be submitted to the district's voters on this date:
CAPTION (10 Words)
TO FORM ROAD DISTRICT AND ESTABLISH PERMANENT TAX RATE LIMIT
QUESTION (20 Words)
Shall Road District be formed and impose $2.50 per $1,000 assessed value as permanent rate limit beginning ?010-
2011?
SUMMARY (175 Words)
A special road district would be established, covering the designated area. The name of the district would
be the Pinewood Country Estates Special Road District. The purpose of the district would be to cone truct,
improve and maintain the public roads contained within the district's boundaries and engage in the
powers of the district authorized by ORS 371.336.
If approved, this measure would authorize the district to tax properties within the district for the above
listed services at a maximum permanent tax limit of $2.50 per $1,000 assessed value and is estimated to
raise $12,598.00 in operating funds for the District in the first year. The district taxes would be imposed
starting with tax year 2010-2011. If this measure passes, The Board of County Commissioners would l
appoint a three-member board of commissioners for the district. These members would be appointed from
among the voters within the district.

EXPLANATORY STATEMENT FOR COUNTY VOTERS' PAMPHLET(2010)
Ballot Title Caption: TO FORM ROAD DISTRICT AND ESTABLISH PERMANENT TAX RATE LIMIT
Measure Number:

The proposed Pinewood Country Estates Special Road District would include the area located generally southeast of
Oregon Water Wonderland, west of Highway 97, west of Huntington Road and north of LaPine State Recreation Road.
The purpose of the proposed special road district is to construct, maintain and improve public roads within the distnct.
Funds for operating the district would be provided by levying taxes on all real property within the district. The
Deschutes County Board of County Commissioners would appoint a three-member board of commissioners for the
district from electors residing within the district. The appointed board would be the governing body of the special read
district.
This measure would authorize the district to tax properties within the district for the above listed services at a maximum
permanent tax limit of $2.50 per $1,000 assessed value and is estimated to raise $12,598.00 in operating funds for the
District in the first year. The district taxes would be imposed starting with tax year 2010-2011. Upon approval of the
district formation by the electors of the district and appointment of the district board, the district would establish the `final
budget for the tax year 2010-2011. The initial tax levy would be based on the final approved budget. Meetings of the
district board would be open to the public. The current estimated tax levy for the first year is $12,598.00. The fund
generated by the property taxes are projected to be used to pay for a licensed snow plow contractor, routine road
maintenance and improvements and administrative costs.
