PUBLIC HEARING ON THIS DATE? No. BACKGROUND AND POLICY IMPLICATIONS: Counties are required to develop and maintain a Natural Hazards Mitigation Plan, and the current plan for Deschutes County was scheduled to expire January 2010. The first draft was delivered to Oregon Office of Emergency and FEMA in September 2009 and, after two additional edits and review, we have a plan conditionally approved by FEMA and OEM. The only requirement left for full approval is formal adoption by the Deschutes County Board of County Commissioners (see attached letter from FEMA and 16 page checklist). In the Plan we have identified five critical areas of concern: wildland fire, severe winter storms, flood, volcanic eruption and earthquakes. Mitigation is offered for each natural hazard. The Natural Hazards Mitigation Plan is a requirement for many reasons; and one of particular importance to the County is the Plan is required before we can successfully compete for grants, such as the pre -disaster mitigation grants we have received in the past. FISCAL IMPLICATIONS: Since there is a current plan, there are no adverse fiscal implications. RECOMMENDATION & ACTION REQUESTED: Approval by the Deschutes County BOCC. The plan successfully contains the required criteria, excluding the adoption. for hazard mitigation plans. as outlined in 44 CFR Part 201. This letter serves as Region l0's commitment to approve the plan upon receiving documentation of its adoption by the county. The plan will not be formally approved by FEMA until it is adopted. Deschutes County is not eligible for mitigation project grants until the plan is formally approved by FEMA.
