TITLE OF AGENDA ITEM:
Consideration and signature of Resolution 2010-042, Ratifying a Grant Agreement
for the Deschutes County Historical Landmarks Commission.

BACKGROLTND AND POLICY IMPLICATIONS:
On January 20, 2009, the Deschutes County Historical Landmarks Commission
("HLC"), through the City of Bend staff assigned to the HLC, applied for a
Certified Local Government Grant, Grant Application No. 2009-2011. The
purpose of that grant is aid the work of the Deschutes County Historic Landmarks
Commission in creating new brochures and/or a home tours to enhance public
preservation knowledge, update the City of Bend and Deschutes County's
comprehensive plan and regulations for historic preservation, provide financial
assistance in coordination with the Deschutes County Historical Museum to scan
historical property records/files that are currently stored at the museum, and to
send HLC Commissioners to training.
On December 7, 2009, the Board of County Commissioners ("Board") ratified that
application. On May 18, 2009, the Oregon Parks and Recreation Department
("OPRD") awarded Deschutes County a 2009 Certified Local Government Grant
(Grant No. OR -09-09) in the amount of $15,000 for the above listed scope of
work. That grant agreement, however, was signed by City of Bend staff and has
not been signed on behalf of Deschutes County. In order for the County to accept
the grant funds, the Board must ratify the grant agreement. This Resolution is that
ratification.
FISCAL IMPLICATIONS:
If the Board does not sign the Resolution, the County is not officially authorized to
receive the funds for the work that the Bend and County historic planning staff
have been doing since the grant agreement. Thus, the Board will have to find
another funding source to pay for that work.
RECOMMENDATION & ACTION REQUESTED:
Approve and sign the Resolution.

BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUT ES
COUNTY, OREGON, as follows:
Section 1. The Board approves and ratifies the signature on behalf of Deschutes County on the 2009
Certified Local Government Grant No. OR -09-09.
