Consideration and Signature of Resolution #2010-072, a Resolution Awarding $281,850 in Community
Grants to 27 Non -Profit Organizations.

BACKGROUND AND POLICY IMPLICATIONS:
In an effort to support local non-profit organizations, a portion of video lottery revenue for FY 2011
have been identified for distribution in the form of a new community grant program.
The county solicited applications for the grants and received a total of 36 applications. These
applications were reviewed by a five -member committee consisting of Ken Wilhelm (Executive
Director of Untied Way of Deschutes County), Renee Windsor (Chair of Commission on Children &
Families Board), Scott Johnson (Director of the Health Services Department), Hillary Saraceno
(Executive Director of the Commission on Children & Families) and Dave Inbody (Assistant to the
County Administrator). This committee selected 27 organizations for grants totalling $281,850.
Selections were made based on an ability to address four specific county objectives approved by the
Board of Commissioners: (1) providing emergency food, clothing and shelter to those who would
otherwise go without these essentials, (2) protection for abused and/or neglected individuals who lack
resources to otherwise obtain such protection, (3) health care, mental health care and addictions
treatment for individuals who lack resources to otherwise obtain such care, (4) juvenile crime
prevention programs for at risk youth, and/or (5) other essential services to underserved and indigent
populations, especially children and seniors.
The Budget Committee on May 20, 2010 approved the allocation of funds from the Video Lottery
Grant Fund (165) for the distribution of Community Grants to Deschutes County non-profit
organizations.
FISCAL IMPLICATIONS:
Expenditure of $281,850 from the Video Lottery Fund (165). For FY 2011, $281,850 has been
budgeted in the Video Lottery Fund for this purpose.

BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHU7 ES
COUNTY, OREGON, that the non-profit organizations listed in Exhibit A be awarded Community Grants.

Exhibit A: FY 2011 Community Grant Recipients
Resolution 2010-072
Crime Prevention Services
Beginning in FY 2011, funds previously administered through the Crime Prevention Services
Fund will be allocated to the County department providing those services. Some services are
not provided by the County, but are addressed by local non-profit organizations. Those funds,
$74,350, have been allocated to the Community Grant Program. The selection committee
recommends allocation of the $74,350, as well as an additional $8,000, specifically for crime
prevention services. It is recommended that these funds be allocated to the following
organizations:
• Boys and Girls Club of Central Oregon ($8,850) — Funds will be used to support an
after school and non -school day program for children and teens, targeting ages 8 to 14.
• Family Resource Center ($17,000) — Funds will be used to provide parenting classes for
families with children under the age of eight with multiple risk factors for abuse and
neglect, and are at risk of entering the juvenile justice system.
• High Desert Educational Services District - First Step to Success ($25,000) — Funds
will be used for behavioral intervention services in local elementary schools for children
with behavioral, social or academic challenges in the classroom.
• High Desert Educational Services District - Healthy Families ($31,500) — Funds will
be used to provide parenting support for families with a history of criminality and children
at risk for abuse or neglect.
It is recommended that the remaining Community Grant funds, $199,500, be allocated to the
following organizations:
• Assistance League of Bend ($7,500) — Funds will be used for Operation School Bell,
which provides clothing and hygiene products to children in need.
• Bend's Community Center ($6,500) — Funds will be used to purchase equipment and
supplies to add breakfast and lunch service on Sundays and to establish a formal food
recovery program.
• Cascade Peer and Self -Help Center ($8,000) — Funds will be used to build and sustain
a peer workforce and provide technical assistance to expand peer support groups.
• Central Oregon Veteran Outreach ($10,000) — Funds will be used to pay a part time
executive director.
• Children's Vision Foundation ($2,500) — Funds will be used to provide vision
screenings for children in Deschutes County schools.
• Deacon's Emergency Medical Fund ($2,500) — Funds will be used for medically related
expenses for children and their families who do not have insurance or resources.
• Deschutes County Healthy Beginnings ($10,000) — Funds will be used to provide
physical, developmental and behavioral screenings for children from birth to age five.
• Deschutes Family Recovery ($10,000) — Funds will be used to provide dental and
vision care, housing and transportation support to people in a court supervised substance
abuse treatment program.
• Families Forward ($7,500) — Funds will be used to assist low income households by
defraying the costs of security deposits when moving into a new rental home.
• Family Access Network ($10,000) — Funds will support FAN advocates in identifying
and providing essential services to children in need and their families.
• Family Kitchen ($6,500) — Funds will be used to remodel the kitchen at their new facility
at St. Helen's Hall on the Trinity Church campus.
• Friends in Service Here (FISH) ($2,000) — Funds will be used to purchase food, medical
expenses and other necessities for those in need.
• Jericho Road ($4,500) — Funds will be used for rent subsidies for homeless families and
for a free meal program.
• KIDS Center ($13,500) — Funds will be used to provide medical examinations within 48
hours for any children suspected to be victims of physical abuse.
• La Pine Community Kitchen ($17,000) — Funds will provide low- and moderate -income
residents of South Deschutes County with basic nutritional, physical and social needs.
• Latino Community Association ($10,000) — Funds will support of the Basic Assistance
Program, which supports information and referral services, dental clinics, health
screenings, Annual Health and Resource Fair and tax filing assistance.
• MountainStar Family Relief Nursery ($12,000) — Funds will be used to provide crisis
intervention and ongoing services to high risk families with children age six weeks to four
years.
• Neighborlmpact ($15,000) — Funds will be used in support of a food recovery program
from local grocery stores.
• Partnership to End Poverty ($5,000) — Funds will support of Project Homeless Connect,
which provides medical, dental, prescriptions assistance and mental health services to
those living in poverty.
• Saving Grace ($15,000) — Funds will support of the emergency shelter program for
victims of domestic violence and/or sexual assault. This program provides food, clothing,
shelter, assistance in obtaining legal support, crisis counseling, mental health therapy
and respite childcare.
• St. Vincent de Paul Food Bank ($6,000) - Funds will provide food, shelter and other
assistance to those living in poverty, unemployed, mentally disabled or physically
disabled.
• Together for Children ($3,500) — Funds will provide teen parents with parental early
childhood education, as well as for home visits.
• Volunteers in Medicine ($15,000) — Funds will support participation in the Health
Integration Project by increasing coordination and access to mental health services.
