DATE: June 7, 2010. FROM: Timm Schimke. Solid Waste 317-3177 TITLE OF AGENDA ITEM: Consideration of Board Signature of Resolution Number 2010-082 establishing solid waste disposal fee waiver amounts for the 2010-2011 fiscal year. PUBLIC HEARING ON THIS DATE? No BACKGROUND AND POLICY IMPLICATIONS: The Board of County Commissioners has established a policy that allows for disposal fee waivers for qualfying non-profit organizations in the business of reselling used merchandise (thrift stores). Such organizations benefit the community and divert materials from the landfill. The policy provides for up to $5,000 in fee waivers per individual organization per year with a total amount of fee waivers allocated to all participating organizations capped at $30,000 each year. The attached spread sheet shows the allocated amounts from the 2009-2010 fiscal year, actual amounts of waivers used, and he proposed allocation for the 2010-2011 fiscal year. FISCAL IMPLICATIONS: The policy does not require any funds to be allocated or expended by the Department of Solid Waste. The fee waivers represent unrealized or lost revenues. RECOMMENDATION & ACTION REQUESTED: Over the years most organizations have shown great appreciation of the program by making concerted efforts to minimize their use of the waivers by recycling as much as possible, and minimizing the amount of non -saleable items they ultimately deal with. The Department of Solid Waste recommends approval of Resolution 2010-082 ATTENDANCE: Timm Schimke.
