Layers of suitable soils are found at various depths, with unsuitable layers of soils interspersed in the excavation. Through geotechnical methods and borings, our engineers estimated the amount of suitable and unsuitable soils as well as the amount of rock in the excavation, and bid documents specified an area of excavation and volume of excavation within which adequate suitable soils were expected to be available. Although our initial engineering estimates were as thorough as possible, it is not possible to know exactly what conditions will be encountered in the field. A number of factors varied from our assumptions, and the result is a shortage of suitable soils needed for the closure of Area A in the original excavation area. The proposed change order authorizes additional excavation needed to obtain sufficient suitable soils to finish the project. Obtaining the suitable soils requires the excavation of a sizable amount of unsuitable soils which will be placed in stockpile near our land filling operations for daily use. The extra excavation will be paid at the current contract price or unit rate. The contract is structured with a price for excavation and an additional price for placement of the excavated materials. There are several different placement areas, each having a different placement price. For placement of materials in stockpile, a new price was negotiated based on the price of placement of materials nearby, but with deductions for equipment that is not needed for simple stockpiling placement. The total estimate of additional cost to the contract from this change order is $305,000.00. The work will be directed in such a manner that if we can obtain the needed soils without performing all of the excavation, we will realize a savings from this cost estimate. We are seeking BOCC permission for Dave Kanner to sign the change order documents. I have attached a spreadsheet detailing the work and costs.
