TITLE OF AGENDA ITEM:
Consideration of Chair Signature of Document No. 2010-404, a Notice of Intent to Award a Contract
for Behavioral Health Information Management and Electronic Records System.

BACKGROUND AND POLICY IMPLICATIONS:
Behavioral Health's practice management system was developed by the County's IT Department and
that department will soon cease to support this software. On January 22, 2010, Health Services issued
an RFP to replace the current software with an electronic records system that will meet our current and
future needs. An electronic record system will enhance our ability to manage the full continuum of care
and services for our clients across programs and reduce risk around medication management and
administration. Additionally it will support proactive assessment of our operations and clinical
outcomes and ensure reliable security of client records. The RFP committee, consisting of IT and
Health Services staff has identified a vendor whose product best meets behavioral health requirements.
FISCAL IMPLICATIONS:
The cost of software licenses, conversion of current demographic data, software installation, training
fees, software maintenance, support and upgrades for the first year is estimated by this vendor to be
$506,804, Funding for the software purchase is included in the Health Services FY 11 budget.
RECOMMENDATION & ACTION REQUESTED:
Sign and issue Document No. 2010-404, the Notice of Intent to Award a Contract.
