The Deschutes County Board of Commissioners strongly supports the proposal to dissolve the
La Pine Water and Sewer Districts, and for the City of La Pine to provide those services.
Water and sewer are among the most basic services provided by cities, and it was clear in both
the ballot title and the explanatory statement of the 2006 La Pine incorporation measure that
these services would be provided by the City if the incorporation measure was approved.
We further recognize that the consolidation of water and sewer services into the city's portfolio
will generate efficiencies in the provision of municipal services generally, and that these
efficiencies are critical to the City of I,a Pine.
The County is prepared to assist you as necessary in bringing this consolidation to fruition, and
we look forward to working with you as needed in this matter.

Dear Mr. Carter and Ms. Zigler:
The Deschutes County Board of Commissioners strongly supports the proposal to consolidate the
La Pine Water and Sewer Districts with the City of La Pine and have the City provide those
services. We urge you to cooperate in every way possible to facilitate this consolidation as
expeditiously as possible.
For its part, Deschutes County stands ready to assist and will, if necessary, exercise its authority
under ORS 198 to dissolve the Districts, although we would prefer to see a cooperative
arrangement between the Districts and the City that makes the exercise of such authority
unnecessary.
