PUBLIC HEARING ON THIS DATE? NO BACKGROUND AND POLICY IMPLICATIONS: Deschutes County has been in the planning and design stage for expansion and remodel of the current jail facility for several years. A request for general obligation bonds to fund the jail project was turned down by voters last May. The full project is estimated to cost in excess of $40 million, and therefore the project has been placed on hold. However, there are some portions of the existing jail that need modifications in order to better facilitate operations for staff and inmates. The tenant improvements will consist of: • Renovation of the existing central control room • Renovation of existing men's and women's locker rooms • Renovation of existing kitchen storage area • Addition of staff lounge Oregon Revised Statutes requires the contracting agency (Deschutes County in this case) wishing to prequalify bidders to formally adopt the requirement for mandatory prequalification of all persons desiring to bid for public improvement contracts that are to be let by the agency. The Statutes also require bidders to submit an application of qualification to the contracting agency. The attached resolution establishes the requirement for mandatory prequalification. Exhibit "A" establishes the prequalification standards, and Exhibit "B" is the actual application of prequalification. Applications will be due no later than December 20, 2010. The applicants determined to be "qualified" will then receive an official Invitation to Bid on the jail tenant improvement project. The eventual successful bidder will then be determined by low bid. FISCAL IMPLICATIONS: There are no fiscal implications of this resolution, although the resulting release of an invitation to bid and eventual contract is estimated to be approximately $1 million. RECOMMENDATION & ACTION REQUESTED: Approval and signature of Resolution No. 2010-131. ATTENDANCE: Susan Ross, Property & Facilities Director DISTRIBUTION OF DOCUMENTS: None For Recording Stamp Only BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON A Resolution Establishing Prequalification Standards for Construction of Tenant Improvements at the Deschutes County Jail RESOLUTION NO. 2010-131 WHEREAS, The Deschutes County Code, Section 2.37.010, designates the Board of County Commissioners to act as the local contract review board; and WHEREAS, ORS 279C.430(1) allows a contracting agency to require mandatory prequalification for persons desiring to bid for public improvement contracts that are to be let by the agency; and WHEREAS, ORS 279C.375(3)(b) establishes the standards that can be considered in making a determination that an applicant is qualified to bid on a public improvement project; and WHEREAS, County staff has determined it to be in the best interest of the County to prequalify contractors who wish to bid on the Deschutes County jail tenant improvements because of the complexity and security needs of this project; now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, acting in its capacity as the local contract review board, as follows: Section 1.
