MINUTES OF BUSINESS MEETING
DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, JANUARY 7, 2009
Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Tammy Baney, Dennis R. Luke and Alan Unger.
Also present were Dave Kanner, County Administrator; George Kolb and Tom
Blust, Road Department; and two other citizens. No representatives of the media
were in attendance. Chair Baney opened the meeting at 10:00 a.m.
1. Before the Board was Citizen Input.
None was offered.
2. Before the Board was Consideration of Signature of Order No. 2009 -006,
Establishing Four Roads as County Roads (Skyline Ranch Road, Metolius
Drive, Spring River Road and River Summit Drive).
George Kolb gave an overview of the item.
LUKE: Move approval.
BANEY: Second.
VOTE: LUKE: Yes.
BANEY: Chair votes yes.
Commissioner Unger joined the meeting at this point.
3. Before the Board was Consideration of Signature of Document No. 2009-
012, a Cost Reimbursement Agreement with the Bureau of Land
Management regarding the 19th Street Extension Right -of -Way and
Environmental Studies on Federal Lands.

Mr. Kolb pointed out that this agreement only covers environmental studies on
federal lands, not other lands.
Commissioner Luke said that there was a meeting with ODOT yesterday and
this item was discussed then. He recommended to them that they proceed on
the land use part because it is time consuming.

4. Before the Board was Consideration of Signature of Document No. 2009-
011, a Bargain & Sale Deed for the Sale of County Owned, Unbuildable
Property to an Adjacent Property Owner.
Teresa Rozic said that this parcel fits into the statute that allows private sale
under certain conditions. This was discussed in June and the Board indicated
she should move forward on this issue. The property is a long parcel just 20
feet wide.

12. Before the Board was Consideration of Additions to the Agenda.
In regard to the Terrebonne improvements to Highway 97, Mr. Blust gave an
overview of the project and process. There will be sidewalks and curbs
installed in Terrebonne along Highway 97 as well as interchange work done at
Lower Bridge Way. The sidewalks and curbs will help with the parking
situation in Terrebonne and allow for better visibility.
Mr. Kolb gave an overview of some of the road and bridge improvements to be
done between the north part of the Redmond bypass to Terrebonne, Smith Rock
Way and beyond to the Jefferson County line.
In regard to Wickiup Junction, Mr. Blust stated that ODOT will try to get the
railroad overcrossing tied in with Burgess Road so that it works. There is not
adequate funding available to do a complete fix at this location at this time.
Commissioner Luke said that there is work planned from Lava Butte south,
involving adding driving lanes and turn lanes.
Mr. Blust said that groundbreaking will begin for improvements at Deschutes
Market Road tomorrow.
In regard to Deschutes Junction, there are problems with the short deceleration
lane. They are looking at changing the design to allow adequate space for
acceleration and deceleration.
Being no further items to come before the Board, the meeting adjourned at
10:30 a.m.
