MINUTES OF BUSINESS MEETING
DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, JANUARY 28, 2009
Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Tammy Baney, Dennis R. Luke and Alan Unger.
Also present were Dave Kanner, County Administrator; Mike Dugan, County
Administrator; Teresa Rozic, Property and Facilities; George Kolb, Road
Department; Laurie Craghead, Legal Counsel; Nick Lelack, Community
Development; various staff from the District Attorney's Office; and about twenty
other citizens, including representatives of the media.
The Commissioners congratulated Mike Dugan, District Attorney, on his thirty
years of service to Deschutes County. Many of the employees from the District
Attorney's office were in attendance.
The Commissioners also congratulated Commissioner Dennis Luke on his ten
years with the County.
Chair Baney opened the meeting at 10:05 a.m.
1. Before the Board was Citizen Input.
Commissioner Luke said that Pacific Power said Tom Anderson will be
receiving a letter on a new, additional power line they want to run from Canada
to California. They are looking at a 40 -mile wide footprint on the east side of
Bend. They are considering converting power from some of the wind farms on
the Columbia as well. A number of hearings will be held.
No other input was offered.

2. Before the Board was the Reading of a Proclamation, Supporting
"Greenprint" and the Efforts of The Trust for Public Lands.
Kristin Kvalik; Nelson Matthews. Nelson gave an overview of what
" Greenprint" is and hopes to do. The Trust for Public Lands has been working
with various cities, park districts and the State Parks Division in regard to
preserving open space and maintaining quality of life for everyone.
George Kolb said that a trail between Bend and Redmond has been discussed.
Commissioner Luke stated that this could be developed in conjunction with the
construction of 19th Street in future years.
Commissioner Baney said that they need to make sure the right of way is wide
enough to accommodate a walking and biking trail. Commissioner Unger
added that they might consider being able to have the trail used by equestrians.
Commissioner Baney said that it needs to be able to handle a variety of uses,
but the equestrian folks felt that the location may not be good for them because
of the adjacent traffic and railroad. Commissioner Unger stated that he hopes
that the County will assist any way possible with mapping and other processes,
as he supports these efforts.
Ms. Kvalik conducted the reading of the Proclamation at this time.

3. Before the Board was Consideration of Signature of Order No. 2009 -010,
Setting a Construction Speed Limit of 30 MPH for Deschutes Market Road
at the Deschutes Market Road Overcrossing Phase II Project.
George Kolb said the speed limit is necessary because of work being done, and
it will be in effect until the project is completed.

4. Before the Board was a Public Hearing regarding the Intent of Deschutes
County to Exchange Real Property with the State of Oregon (South
Redmond Tract).
Teresa Rozic provided a brief overview of the proposal. The land that the
County hopes to acquire is about 238 acres known as the South Redmond Tract.
Recently the State Land Board approved a management plan for this property.
In exchange, the County will give up two tracts of land: Long Butte and Warren
Road. John Lily of the State was unable to come to the meeting today.
Letters were sent to owners of adjacent property. This hearing is part of a
public process as part of the efforts to information citizens of this exchange.
This particular exchange is unique. There are challenges on timing and the
State Land Board has to approve the South Redmond Tract management plan
first before this agreement could be considered. The documents have been
approved and the intent to exchange land was finalized.
Commissioner Luke asked if this deals with specific properties. Ms. Rozic said
that the values of the parcels need to be determined and a final selection made
that works for all parties.
Commissioner Unger asked how the values are assigned for properties. The
Fryrear transfer station is near the Warren Road property. Ms. Rozic pointed
out the properties on an oversized map. She added that this is part of the due
diligence process, which is value for value.
Chair Baney opened the public hearing.
James Gross, representing Mr. Wadsworth and Mr. Coleman who own property
on Long Butte, asked if this has anything to do with private land or whether it
will it affect private land in any way.
Commissioner Luke said that the County has owned the property on top of
Long Butte for many years. It is zoned for ten -acre lots, and that is the most
that anyone could do at this time. The Division of State Lands is required to
develop their lands to the greatest extent possible. At this time, this is probably
the highest and best use for that land.
Chair Baney closed the hearing at this time.

13. Before the Board was Consideration of Signature of Document No. 2009-
004, a Grant Award for the Computer Automated Dispatch Program,
through the Office of Emergency Management, State Homeland Security
Program.
Becky McDonald, Shawn Pray and Rick Silvan of 9 -1 -1 gave an overview of
the item. This will help fund the connection of the 9 -1 -1 of Central Oregon
counties. There is no match of funding required.
Ms. McDonald said that they won't be changing what they have, but will allow
for them to connect with the other counties. Some providers already cover
areas on the outskirts of the counties and in the Cascades themselves.

PROCLAMATION
A Proclamation to Support "Greenprint" and
The Efforts of The Trust for Public Land *
Whereas, Deschutes County is committed to maintaining and enhancing
quality of life for its citizens; and;
Whereas, open spaces, natural areas, parks and trails are freely accessible
community assets offering opportunities for recreation and exercise to everyone,
including children, youth and families, and provide places for people to experience
a sense of community and create stronger social and family ties; and
Whereas, open spaces, parks and trails provide key amenities to
communities and areas for our citizens and children to travel, exercise, play and
connect with nature; and
Whereas, open spaces, parks and trails have significant impact on the
economic viability of the region through increased levels of tourism, enhanced
property values, as well as enhanced ability to attract and retain businesses to the
region due to improved quality of life; and
Whereas, many agencies in our region have taken a lead in planning and/or
building local parks, trails and protecting open space and those efforts can be
greatly enhanced by being connected to a larger regional network of open space,
natural areas, parks, trails; and
Whereas, Greenprint may identify lands that meet the open space, natural
resource, parks, trails and recreation needs of the rapidly growing populations in
the County, identify ways to use investments in parks, trails and open space as a
proactive strategy to guide future growth and ensure the quality of life that is
essential to the health of community members; and
Whereas, partial funding is available for Greenprint for planning and
prioritizing lands for open space, natural areas, parks and regional trails, and this
funding will leverage public funding from federal, state and other sources;
Now, Therefore, Be It Proclaimed that Deschutes County is committed to
working with The Trust for Public Land and partners on prioritizing land for open
space, natural areas, parks and trails, and supports a dialogue about Greenprint
priorities.
