AGENDA REQUEST & STAFF REPORT
For Board Business Meeting of January 28, 2009
Please see directions for completing this document on the next page.
DATE: January 20, 2009
FROM: George Kolb Road Department 322 -7113
TITLE OF AGENDA ITEM:
Consideration of signature of Order No. 2009 -010, setting a construction speed limit of 30 mph for
Deschutes Market Road at the location of the Deschutes Market Road overcrossing phase II project.
PUBLIC HEARING ON THIS DATE? NO.
BACKGROUND AND POLICY IMPLICATIONS:
The Deschutes County Road Department is in the process of constructing the Deschutes Market
Overcrossing Phase II project located off Deschutes Market Road. As part of this project, a temporary
construction detour has been constructed to allow traffic to use Deschutes Market Road during the
construction of the project without impacting the construction crews. Because of the high speed of
traffic in this area, the contractor requested that a construction speed zone be installed to slow traffic:
down and increase safety in and around the work area. After review of the plans, it was decided to have
a construction speed zone of 30 mph established by order of the BOCC during construction. Per OF.S
810.180(8), a road authority may establish by ordinance or order a temporary designated speed for
highways that is lower than the statutory speed. After completion of the project, the Road Department
will conduct a speed study to determine the speed for the realigned portion of Deschutes Market Road.
FISCAL IMPLICATIONS:
The Road Department will install the necessary signs with their own crews
