Consideration of signature of Resolution # 2009 -016, A Resolution Appointing a Financial
Assistance Administrator for Deschutes County Public Health Contracts with the State Department
of Human Services listed as the Deschutes County Health Financial Assistance Contract.

BACKGROUND AND POLICY IMPLICATIONS:
Deschutes County, acting through the Department of Health will enter into contracts with the State
Department of Human Services for the provision of public health services and such agreement requires
the County to appoint a Financial Assistance Administrator. The Financial Assistance Administrator
should be a person knowledgeable about the available public health services and capable of dealing
with a large volume of transactions in a timely manner.
This resolution appoints Scott Johnson, Director of Deschutes County Health and Human Services, as
the Financial Assistance Administrator for Deschutes County, giving him authority to sign agreements
with respect to contracts, subcontracts with third party service providers, amendments, and agreements,
starting with fiscal year 2008 -09 Intergovernmental Agreements with the State Department of Human
Services, which do not exceed a dollar amount of $50,000 or documents with no fiscal implications.
In addition, the County Administrator may sign all contracts, subcontracts with third party service
providers, amendments, and agreements, including fiscal year 2008 -09 Intergovernmental Agreements
with the State Department of Human Services, in excess of $50,000, which are referenced in the
attached.
FISCAL IMPLICATIONS:
None.

A Resolution Appointing a Financial Assistance Administrator
for State Department of Human Service Public Health Contracts
listed in the Deschutes County Health Financial Assistance
Contract, and Authorizing the County Administrator to Approve
such Contracts, Subcontracts, Amendments, and Agreements,
including Intergovernmental Agreements.
RESOLUTION NO. 2009-016
WHEREAS, Deschutes County, acting through the Department of Public Health will enter into
contracts with the State Department of Human Services for the provision of public health services and
such agreement requires the County to appoint a Financial Assistance Administrator; and
WHEREAS, the Financial Assistance Administrator should be a person knowledgeable about he
available public health services and capable of dealing with transactions in a timely manner; now,
therefore:
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:
Section 1. Scott Johnson, the Director of the Deschutes County Health and Human Services Departs lent,
is duly appointed as the Deschutes County Financial Assistance Administrator with respect to
fiscal year 2008 -2009 contracts pertaining to the Health Department Financial Assistance
Contract. Such appointment shall continue in effect so long as Scott Johnson is an employee
of the Deschutes County Health and Human Services Department and until a successor i‘;
appointed.
Section 2. By Board policy, the Financial Assistance Administrator is authorized to perform the
functions of such appointment and is charged with authorizing contracts as set forth in tl e
Health Department Financial Assistance Contract, as adopted by the Board. The Financa1
Assistance Administrator may sign agreements with respect to contracts, subcontracts w th
third party service providers, amendments, and agreements, starting with fiscal year 200 3 -09
Intergovernmental Agreements with the State Department of Human Services, which do not
exceed a dollar amount of $50,000 or documents with no fiscal implications.
Section 3. The County Administrator may sign all contracts, subcontracts with third party service
providers, amendments, and agreements, including fiscal year 2008 -09 Intergovernment 11
Agreements with the State Department of Human Services, in excess of $50,000, which are
referenced in the attached.
