MINUTES OF BUSINESS MEETING
DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, MARCH 4, 2009
Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Tammy Baney, Dennis R. Luke and Alan Unger.
Also present were Dave Kanner, County Administrator; Erik Kropp, Deputy
County Administrator; Joe Stutler, Forester; Mark Pilliod, Legal Counsel;
Rebecca Brown, Sheriff's Office; media representative Hillary Borrud of the
Bulletin and four other citizens.
Chair Baney opened the meeting at 10:00 a.m.
1. Before the Board was Citizen Input.
Commissioner Luke said that there have been several letters in the local paper
stating among other things that the County put the Local Rule on the ballot.
The County did not put it on the ballot; it was done by citizen petition and the
County followed the law. Also, by law it is a countywide issue subject to the
vote of all County citizens.
None other was offered.
2. Before the Board was Consideration of Signature of Order No. 2009 -015,
Declaring Certain Deschutes County Personal Property Surplus, and
Authorizing Sale through PublicSurplus.com.
Rebecca Brown gave a brief overview of the item. This action allows the
Sheriff's Office to sell surplus vehicles.

3. Before the Board was Consideration of Signature of Resolution No. 2009-
008, Declaring Deschutes County's Intent to Exchange Real Property with
the Bend Metro Park & Recreation District and Setting a Hearing Date.
Paul Steil of Bend Metro Park & Recreation District and Eric Forester,
Hickman Williams & Associates came before the Board. Mr. Steil said that
they started working on this issue in 2005. The goal is to complete the trail that
runs along Century Drive so that people will not use private property. In order
to get a correct alignment, there needed to be a swap of property with the
County. There is also a lot line adjustment process occurring with the City of
Bend.
Eric Forester said that his company did some of the survey work. The
properties will be the same as before. The City has approved the map and it is
now being reviewed by the Surveyor.

4. Before the Board was Consideration of Chair Signature of a Notice of
Intent to Award Contracts for 2009 Qualified Pool Bids for Fuels
Treatment in Deschutes County.
Mark Pilliod stated that this is an arrangement similar to the one followed last
year. Various companies are prepared to provide different services in regard to
treating fuels. The Forester recommends signature of retainer agreements with
these companies as appropriate. They will be called on to provide various
services as needed.
Joe Stutler said that the process has been refined from last year. And the actual
cost of work has gone down for a variety of reasons. Crook County came out
with the same process for that county this year.

The County has saved about $500,000 over the year because of this competitive
process.

• Volunteer of the Year Award Ceremony — Commissioner Luke granted $500
Commissioner Unger said that he has been discussing the issue of providing bus
service to the County Fair as has been done in the past.
