BACKGROUND AND POLICY IMPLICATIONS:
The Enterprise Zone is a statewide economic development program enabled by ORS 285C, with thy:
primary objective of encouraging new business investment and job creation in economically
disadvantaged regions. The Redmond Enterprise Zone was first established in 1988, and then renel, red
in 1998. It has been a very successful tool in recruiting new business investment (more than $124
million) and. jobs (more than 1,700) to the region. The current zone expires on June 30, 2009, and the
City of Redmond is interested in applying for re- designationof the zone. This year, the City of Siste: rs
will be included in the re- designation, as well as approximately 2,000 acres just outside of Redmon 3.

A Resolution to Sponsor an Application for
Redesignation of the Redmond Enterprise Zone and
Implementing Provisions of the Enterprise Zone.

WHEREAS, the City of Redmond, Deschutes County and the City of Sisters (Sponsors) are co-sponsoring
an application for redesignation of the Redmond Enterprise Zone; and
WHEREAS, the Sponsors are interested in an enterprise zone to encourage new business investment, lob
creation, higher incomes for local residents, greater diversity of economic activity and increased property
valuation; and
WHEREAS, the proposed enterprise zone has a total area of 11.57 square miles (7.02 square mile sin (:.'ity
of Redmond, 4.12 square miles in unincorporated Deschutes County and 0.43 square miles in the City of
Sisters), and it meets other statutory limitations on size and configuration; it is depicted on the drawn -to-
scale map (Exhibit A) and described in (Exhibit B); and
WHEREAS, the proposed enterprise zone contains significant land that is reserved for industrial use, as
indicated by land use zoning map(s) with the application, consistent with Comprehensive Plan(s)
acknowledged by the Land Conservation and Development Commission, and such industrial sites are
accessible, serviced and serviceable, and otherwise ready for use and further development; and
WHEREAS, the designation of an enterprise zone does not grant or imply permission to develop land within
the Zone without complying with prevailing zoning, regulatory and permitting processes and restrictions, for
applicable jurisdictions; nor does it indicate any intent to modify those processes or restrictions, except as
otherwise in accordance with Comprehensive Plans; and
WHEREAS, the Sponsors appreciates the impacts that a designated enterprise zone would have and the
property tax exemptions that eligible business firms might receive therein, as governed by Oregon Revised
Statutes (ORS) Chapter 285C and other provisions of Oregon Law; and
WHEREAS, all of the other municipal corporations, school districts, special service districts and so forth,
other than the sponsoring governments, that receive operating revenue through the levying of ad valorem
taxes on real and personal property in any area of the proposed enterprise zone were sent notice and invited
to two public meetings regarding this proposal, in order for these sponsoring governments to effectively
consult with these other local taxing districts, and follow -up arrangements as agreed to with these
consultations will be completed with affected districts within six months of the proposed enterprise zone's
designation; and
WHEREAS, the Redmond Enterprise Zone, which was originally established in 1988 and redesignated in
1998, has serviced the City of Redmond and the surrounding region successfully, by providing incentii e for
over 1,700 new jobs and $124,000,000 in private investment, the current economic factors in the region,
such as high unemployment, plant closures and distressed markets, demonstrates the need to continue; this
program in both the City of Redmond and Deschutes County and now additionally in the City of Sisters; and

WHEREAS, the Sponsors feel that it is invaluable to collaboratively participate in efforts to promote
economic development in Central Oregon; therefore
BE IT RESOLVED BY DESCHUTES COUNTY, OREGON, as follows:
Section 1. The Sponsors proposed and apply for the redesignation of the Redmond Enterprise Zone,
amending the boundary to include additional employment lands in unincorporated Deschutes County and
the City of Sisters, to be named: "The Greater Redmond Area Enterprise Zone," and requests that the
director of the state Economic and Community Development Department (OECDD) order the designation of
this enterprise zone.
Section 2. Heather Richards, Interim Community Development Director for the City of Redmond is
authorized to submit the enterprise zone application on behalf of the Sponsors and to make any substantive
or technical change to the application materials, as necessary, after adoption of this resolution.
Section 3. The Sponsors will give priority to the use in the proposed enterprise zone, if designated, of
any economic development or job training funds received from the federal government, consistent with ORS
285C .065(3)(d).
Section 4. The Sponsors commit, upon designation by OECDD, to jointly appoint a local enterprise
zone manager within 90 days.
Section 5. The Sponsors will jointly comply with the requirements and provisions of ORS 285C.105
and otherwise fulfill its duties under ORS 285C.050 to 285C.250.
Section 6. The Sponsors jointly commit, within six months of designation by OECDD, to implement
and to confirm for the OECDD the Sponsors' fulfillment of such duties, as specified in OAR 123 - 065 -0210,
including but not limited to preparation of a list or map of local lands and buildings owned by the state or by
municipal corporations within the enterprise zone that are not being used or designated for a public purpose
and that have appropriate land use zoning, and to efforts for making such real property available for lease or
purchase by authorized business firms pursuant to ORS 285C.110.
Section 7. The Sponsors jointly request that the Director of the Oregon Economic and Community
Development Department waive the distance maximum of 15 miles between separate areas within the
proposed enterprise zone pursuant to this application for designation, per ORS 285C.120(2)
Section 8. The Sponsors will provide the local incentives described in Exhibit C (under ORS
285.065(4) to (6) in accordance with OAR 123- 065 -0240) to any authorized business firm in the proposed
enterprise zone for the length of the standard enterprise zone exemption, insofar as the firm's qualifying
investments are also located inside of the Sponsors' jurisdiction; the Sponsors have considered the impacts
of these binding incentives.
Section 9. The Sponsors jointly request that the Electronic Commerce Designation approved by the
OECDD in 2008 for the Redmond Enterprise Zone continue with the re- designation of the Greater Redmond
Area Enterprise Zone.

Exhibit B: Local Enterprise Zone Incentive Package
The City of Redmond and the City of Sisters offer a substantial local benefit package. The program
waives entirely the following permit and use fees for eligible businesses:
1. Water deposit
2. Water hook -up fee for sprinkler systems*
3. Water hook -up and meter fee for domestic water*
4. Sewer hook -up fee*
5. Rock excavation deposit
6. Conditional use fees
7. Partitioning fees
8. Plan amendment fees
9. Street dedication fees
10. Street vacation fees
11. Site plan fees
12. Annexation fees
13. P.U.D. fees
14. Solar access permit fees
15. Sign permit fees
16. Sidewalk permit fees
17. Driveway permit fees
18. Public improvement plan checks and inspection fees (does not include
engineering fees)
19. Tie down fees for corporate aircraft for three years (limit two registered aircraft
per firm)
* City of Redmond and City of Sisters waive administrative, labor and overhead costs. The
applicant is responsible for all hardware costs.
In addition, the City of Redmond and the City of Sisters will discount the following fees as follows for
eligible businesses:
1. 25% reduction in monthly water and sewer user charges for a three year period.
2. 5% per FTE (full time employee) job created in the cost of building permits up
to a maximum of 75% discount.
3. 1% per FTE job created in the cost of Systems Development Charges up to a
maximum of 25% discount.
The City of Redmond and the City of Sisters has adopted a streamlined permit process with limited
hearing and notification requirements to expedite all planning, building and land use actions. The City
of Redmond and the City of Sisters will give processing priority to eligible employers that are locating
or expanding in the enterprise zone.

Report in Brief:
The Redmond Enterprise Zone is due to expire on June 30, 2009. Resolution No. 2009 -08 supports an
application for re- designation of the Redmond Enterprise Zone, amending the boundaries to add
employment lands in Deschutes County and the City of Sisters for the Greater Redmond Area
Enterprise Zone. All three agencies (the City of Redmond, Deschutes County and the City of Sisters)
will need to serve as co- sponsors of the Enterprise Zone and adopt and sign the same Resolution.
The City of Sisters adopted the Resolution on March 12, 2009, the City of Redmond is considering it on
March 24, and Deschutes County is considering it on March 25, 2009.

Background: The Redmond Enterprise Zone was first established in 1988, and was then renewed in
1998. From 1988 to 2008, 115 businesses have participated in Redmond's Enterprise Zone program,
bringing 1722 new employees to the community and over $124 million in new business investment.
The Redmond Enterprise Zone is often heralded as one of the most successful enterprise zones in
Oregon.
The Oregon Enterprise Zone program is an economic development program designed to attract
business investment and encourage job creation in economically disadvantaged areas. It is a property
tax abatement on new plant and equipment investments for three or five years for new or expanding
non - retail businesses in a designated zone that are investing a minimum of $50,000 in fixed capital
improvements and growing their workforce by 10 %.
There are fifty -seven (57) enterprise zones in Oregon, which is the maximum allowed by state law
(ORS 285C). Five (5) enterprise zones are expiring in 2009, opening up five slots for new or renevi,ed
enterprise zones. Due to the limited availability, enterprise zone designation is a competitive process,
based on economic need and readiness for success.
To qualify for consideration for designation the applicant needs to demonstrate that the proposed
enterprise zone is:
1.) In an economically disadvantaged area — based on a formula of statistics calculating income
per capita or household, unemployment rates, population demographics and economic
classifications by the state;
2.) Supported by all of the local public agencies in which the zone is delineated;
3.) Does not exceed twelve square miles in size;
4.) Possesses undeveloped industrial land that is appropriately zoned and served by infrastructure;
5.) Demonstrates a likelihood of success with potential immediate investment prospects.
Discussion: There are several factors that were considered when developing the Greater Redmond
Area Enterprise Zone.
➢ Benefit to the community: 115 businesses have participated in the Redmond Enterprise Zone..
generating over 1722 new jobs, and over $124 Million in new business investment.
➢ Boundary: Enterprise zones can only be a maximum of twelve square miles. The existing
Redmond Enterprise Zone exceeds those limitations, and needs to be reduced. However,
enterprise zone designations are available for eleven year tenures, and future employment lands
should be considered in a reapplication process. (Currently legislation has only approved the
Oregon Enterprise Zone program through 2013.) Please see Attachment "A" for the existing
boundary map and proposed boundary map.
• County Property — There is approximately 1200 acres of property bordering Redmond's current
zone boundary that may benefit from an enterprise zone designation. 600 acres of property
south of the current zone owned by the Department State Lands that are conceptually set aside
for large -lot industrial uses, and 600 acres in the Eastside Framework Plan that is conceptually
set aside for industrial and mixed -use employment (MUE) uses. Both tracts of land are not
currently zoned industrial nor served by infrastructure, but they may be urbanized prior to 2020
when this zone designation would expire.
• MUE / Commercial Property in the City's UGB: Several large tracts of land west of the city's
limits, within the parameters of the urban growth boundary are conceptually designated as
employment lands, and could be rezoned and served by infrastructure in the near future.
• Sisters Property - In January, the City of Sisters officially requested that the City of Redmond
consider adding Sisters' property to the Redmond Enterprise Zone as part of the re- application
process. Sisters has been actively engaged in efforts to pursue an enterprise zone
designation for many years. However, due to their size, a stand -alone Sisters enterprise zone
would not be competitive in the state process. There is an opportunity to incorporate the
Sisters property into the Redmond Enterprise Zone as a satellite tract of land.
➢ Electronic Commerce Designation: Redmond applied for and successfully received an
Electronic Commerce designation as part of its current enterprise zone in 2008. An electronic
commerce designation provides the added benefit of a state tax credit for capital investments
supporting electronic commerce. Since this designation is less than three years old, Redmond
can elect to continue this designation within the Redmond Enterprise Zone reapplication proces, s.
The request to continue the Electronic Commerce Designation needs to be in the approved
Resolution.
➢ Local Incentive Package: Redmond offers a significant local incentive package in conjunction
with its enterprise zone to show local support and commitment to the program and the businesses
participating in the program. The local incentive package can differ amongst sponsoring agencies
in a co- sponsored zone, but must be included as an attachment of the adopted Resolution. Below
is the recommended local incentive package for both the City of Redmond and the City of Sisters.
City of Redmond
• Waiver of $200 application fee.
• Expedited permitting process for Enterprise Zone
projects.
• Waiver of 50% of land -use fees for businesses
meeting the 150% salary and benefit threshold of
the area median income.
• Waiver of 25% of the land use fees for businesses
that do not meet the 150% salary and benefit
threshold.
• Waiver of water and sewer hook -up fees.
• Provide 25% reduction in water and sewer user
charges for three years.
• Discount building permits by 2% per FTE created,
upto40 %.
• Discount SDC's by 1% per FTE created, up to
25 %.
City of Sisters
• Waiver of $200 application fee.
• Expedited permitting process for Enterprise
Zone projects.
• Waiver of 50% of land -use fees for businesses
meeting the 150% salary and benefit threshold
of the area median income.

➢ Timeliness of Application Process: Much like any other program that could potentially impact
taxing districts, applying for an Enterprise Zone designation involves a lengthy public process of
notification and meetings. Since this application involved three different jurisdictions, a critical
calendar for meetings was outlined in advance for public notice and meetings.

GREATER REDMOND AREA ENTERPRISE ZONE LOCAL INCENTIVES
The following local incentive programs will be offered respectively in the City of Redmond and the City
of Sisters for eligible Enterprise Zone projects in the Greater Redmond Area Enterprise Zone.
WITHIN THE CITY OF REDMOND CITY LIMITS:
• Waiver of $200 application fee;
• Expedited permitting process for Enterprise Zone projects;
• Waiver of 50% of land -use fees for businesses meeting the 150% salary and benefit threshold of
the area median income.
• Waiver of 25% of the land use fees for businesses that do not meet the 150% salary and benefit
threshold.
• Waiver of water and sewer hook -up fees;
• Provide 25% reduction in water and sewer user charges for three years;
• Discount building permits by 2% per FTE created, up to 40 %;
• Discount SDC's by 1% per FTE created, up to 25%
