Luke and Alan Unger; Commissioner Tammy Baney was out of the office. Also present were Dave Kanner, County Administrator; Jeanine Faria, Finance; Deevy Holcomb, Juvenile Community Justice; and three other citizens. Vice Chair Luke opened the meeting at 10:00 a.m. 1. Before the Board was Citizen Input. None was offered. 2. Before the Board was Consideration of Signature of Document No. 2009- 312, an Option Agreement with Biogreen Sustainable Energy Co., LLC for Industrial Land in La Pine. Susan Ross gave an overview of the item, which relates to a biomass energy generation plant to be built in La Pine. The option agreement would be for two years, during which time Biogreen would have to get permits and other documentation in place. Once escrow closes, they are required to begin construction. If they do not do so, the County has the right to purchase the property back at the same price it was sold. Biogreen wants to exercise the option agreement as soon as possible since there are federal tax credits that would help them immensely with the project. UNGER: Move Chair signature LUKE: Second. Before the Board was a Public Hearing, and Consideration of Signature of Resolution No. 2009 -106, Adopting a Supplemental Budget of the Sunriver Service District for Fiscal Year 2008 -09. Chair Luke opened the hearing at this time. Bob Wrightson, Treasurer of the Sunriver Service District, explained that the District had an opportunity to purchase two fire trucks this past year. If done quickly, there was a substantial discount. This would allow the purchase of a ladder truck as well. Both of the other trucks were due to be replaced in the near future. The savings were substantial enough to act now. Jeanine Faria said that there was a typographical error in the newspaper publication, from Dept. 40 to Dept. 97. The Resolution has been corrected and is ready for signature. She said that the best way for the budget for the reserve fund, 716, to read was to make this change to a capital outlay. Before the Board was Consideration of Approval of Weekly Accounts Payable Vouchers for the Extension /4 -H County Service District in the Amount of 618.85. UNGER: Move approval, subject to review. LUKE: Second. VOTE: UNGER: Yes. LUKE: Vice Chair vote yes. RECONVENED AS THE DESCHUTES COUNTY BOARD OF COMMISSIONERS 16. Before the Board was Consideration of Approval of Weekly Accounts Payable Vouchers for Deschutes County in the Amount of $576,499.99. UNGER: Move approval, subject to review. LUKE: Second. VOTE: UNGER: Yes. LUKE: Vice Chair vote yes. 17. ADDITION TO THE AGENDA Before the Board was Consideration of Signature of Resolution No. 2009- 107, Transferring Appropriations in the Deschutes County General Fund. Ms. Faria stated that she was made aware this morning that a shortfall in the room tax necessitates this transfer of appropriations for Fiscal Year 2008 -09. The exact amount is not yet known, so this is a close estimate. UNGER: Move signature. LUKE: Second.
