Luke and Alan Unger. Also present were Dave Kanner, County Administrator; Erik Kropp, Deputy County Administrator; Laurie Craghead, Legal Counsel; Lori Hill and Kate Moore, Health Department; George Kolb, Road Department; Kristen Maze, Community Development; and four other citizens. Chair Baney opened the meeting at 10:03 a.m. 1. Before the Board was Citizen Input. None was offered. 2. Before the Board was Consideration of Signature of Order No. 2009 -050, Appointing Specific Individuals with the Authority to Act as Designees for the Purpose of Ordering a Peace Officer to Take a Person into Custody, Pursuant to Oregon Revised Statute. Lori Hill said that this previously was approved by the Board, but some names have changed and this requires Board approval. She then gave a brief overview of the issue. LUKE: Move approval. Before the Board was Consideration of Signature of Order No. 2009 -059, Surrendering Portions of Elkhorn Avenue, SW Canal Boulevard and 39th Street to the City of Redmond. George Kolb said that this has to do with the siting of the new high school. LUKE: Move approval. UNGER: Second. VOTE: LUKE: Yes. UNGER: Yes. BANEY: Chair votes yes. 4. Before the Board was Consideration of Signature of Resolution No. 2009- 108, Initiating the Vacation of Two Road Easements within Unrecorded Cascade Woods Subdivision. Mr. Kolb said this subdivision was never recorded or built, and no roads were built on the easements. The surrounding property is owned by the same person. Three parcels are accessed by another easement, a portion of which does overlap one of these easements. The other easement will not be affected by this action. LUKE: Move approval. UNGER: Second. Before the Board was Consideration of Signature of Order No. 2009 -052, Vacating Two Road Easements within Unrecorded Cascade Woods Subdivision. LUKE: Move approval. UNGER: Second. VOTE: LUKE: Yes. Before the Board was Consideration of Second Reading and Adoption of Ordinance No. 2009 -018, regarding Allowing the Expansion and Conversion of Recreational Vehicle and Manufactured Home Spaces as a Conditional Use. Kristen Maze briefly explained the item. This affects the MUA and RR zones, and requires a conditional use permit. Nothing has changed since the hearing first reading. LUKE: Move second reading. BANEY: Chair votes yes. Before the Board was Consideration of Approval of the Consent Agenda. The Commissioners had questions about two of the items ( #7 and #11). After a brief discussion, the Board took action. LUKE: Move approval, with the exception of the April 29 minutes. UNGER: Second. VOTE: LUKE: Yes. UNGER: Yes. BANEY: Chair votes yes. Signature of Document No. 2009 -343, Amending an Agreement with Bend Obstetrics & Gynecology regarding Prenatal Medical Services. Commissioner Luke asked if the demand for delivery services is going down or if there has been a reduction in funding. Kate Moore said that the number of deliveries is down. Most are not transient, but are uninsured or going onto the Oregon Health Plan. The economy has impacted this and it is expected that the numbers will go up. 8. Signature of a Letter Accepting the Resignation of Jack Mills, and Thanking Him for his Service on the Four Rivers Vector Control District 9. Signature of Letters Reappointing Diane Abernathy (through December 31, 2010) and David Pitts (through December 31, 2011) to the Bend Cascade View Estates Tract 2 Road District 10. Signature of Letters Accepting the Resignation of Cherrie Schwartz and Ramon Hone from the Historic Landmarks Commission, and Thanking Them for Their Service 11. Signature of Letters Appointing Individuals to the Deschutes County Historic Landmarks Commission: Pat Kliewer (through August 1, 2013), Reappointing Bill Olsen and Douglas E. Knight (through August 1, 2013), and Cheryl Dix and Sharon Leighty (ex- officio, non voting positions) Commissioner Unger asked for more details about these appointments. Commissioner Baney said that she was a part of the interview process. Commissioner Unger asked that the Chair of the Landmarks Commission put recommendations in writing if possible. Kristen Maze explained the process, the makeup and responsibilities of the members of the Commission. Commissioner Luke asked if Pat Kliewer, who is doing some related work on contract, is subject to potential conflicts of interest. Ms. Maze stated that if she was, she would be asked to step down. 12. Before the Board was Consideration of Signature of Document No. 2009- 174, a Grant Award Contract for the 911 Emergency Operations Center Project, from the U.S. Department of Homeland Security. Shawn Pray was asked about the use of certain types of contractors. OEM is the actual grant recipient, and 911 and the County are subgrantees. Dave Kanner said that the standard agreements used by the County contain language that is very similar. LUKE: Move approval. UNGER: Second. VOTE: LUKE: Yes. UNGER: Yes. BANEY: Chair votes yes. 14.
