TITLE OF AGENDA ITEM:
Consideration of Board appointment for three new members to the Deschutes County Historic
Landmarks Commission, one as a voting member and two ex- officio Deschutes County representative
members.

BACKGROUND AND POLICY IMPLICATIONS:
The purpose of this agenda item is to request that the Board of County Commissioners (Board) appoint
Pat Kliewer to fill the official voting member position, Cheryl Dix to fill one ex- officio (non- voting)
position and Sharon Leighty to the second ex- officio (non- voting) position of the Deschutes County
Historical Landmarks Commission.
The Deschutes County Historical Landmarks Commission consists of nine official members and
undetermined number of ex- officio members. The two ex- officio positions will act in an advisory
capacity to the landmarks commission. The official member will act in an advisory capacity and be
entitled to vote with the Commission.
All members of the Historical Landmarks Commission, except those in the Cities of Bend, Redmond,
and Sisters must be appointed by the Board. Interviews were held with a panel made up of one County
Commissioner, the Landmarks Chairman and staff to fill the vacancies on the landmarks commission.
Three individuals were interviewed with various backgrounds. The panel recommends that all three
individual be appointed; Pat Kliewer as the official voting member, Cheryl Dix and Sharon Leighty as
the ex- officio county representative members for the Historical Landmarks Commission.
FISCAL IMPLICATIONS:

RECOMMENDATION & ACTION REQUESTED:
Staff recommends that the Board appoint Pat Kliewer as the official voting member and Cheryl Dix and
Sharon Leighty as the ex- officio county representative members of the Deschutes County Historical
Landmarks Commission.

SUBJECT: Request for the Board to Appoint a Three New Members and Reappoint two
members to the Deschutes County Historical Landmarks Commission
BACKGROUND
The Deschutes County Historical Landmarks Commission consists of nine official members and
undetermined number of ex- officio (non- voting) members. One of the official members shall
represent the unincorporated portion of the county. This member position is open along with an
ex- officio member vacancy on the Landmarks Commission. The official position will act in an
advisory capacity and be entitled to vote with the landmarks commission the ex- officio member
position will act in an advisory capacity only to the landmarks commission. All members of the
Historical Landmarks Commission, except those in the Cities of Bend, Redmond, and Sisters
must be appointed by the Board. Interviews were held with a panel made up of one County

In addition to the three new members, the Historical Society representative, Doug Knight and
the Deschutes County Pioneer Association representative, Bill Olsen have asked to be
reappointed for another four year term on the Deschutes County Historical Landmarks
Commission.
RECOMMENDATIONS
Staff recommends that the Board appoint Pat Kliewer as the official voting member for a four
year term and Cheryl Dix and Sharon Leighty as the ex- officio county representative members
for an undetermined term period to the Deschutes County Historical Landmarks Commission
and reappoint Doug Knight Historical Society representative and Bill Olsen Pioneer Association
representative for another four year term to the Landmarks Commission.
