Luke and Alan Unger; Commissioner Tammy Baney was out of the office. Also present were Dave Kanner, County Administrator; Nancy England, Health Services; Debi Harr and Diane Treadway, Commission on Children & Families; Ronda Connor, Personnel; and two other citizens. No representatives of the media were present. Vice Chair Luke opened the meeting at 10:03 a.m. 1. Before the Board was Citizen Input. None was offered. 2. Before the Board was Consideration of Signature of Document No. 2009- 494, Amendment #3 to the 2009 -2011 Intergovernmental Agreement with the State of Oregon regarding Financing of Mental Health Services. Nancy England gave a brief overview of the item, which adds funding to the agreement now that the most recent legislative session is over. UNGER: Move approval. LUKE: Second. VOTE: UNGER: Yes. Before the Board was Consideration of Signature of Document No. 2009- 495, Amendment #1 to the Intergovernmental Agreement with the Oregon Commission on Children & Families regarding Funding for Healthy Start and Other Services. Debi Harr explained the item. Commissioner Luke asked about the Healthy Start Redesign Committee. Ms. Harr said that the legislature required a process to reevaluate the Healthy Start program to make sure the program is cost - effective and is operating as it should in the various counties, which administer the program locally based on the needs of the area. Commissioner Luke asked what kind of problems this oversight is supposed to address. Ms. Harr replied that some counties have to use staff while others can hire subcontractors to do the work. It is difficult for the smaller counties to handle this type of work; it is possible that by combining their efforts and regionalizing, it might result in a cost savings. Commissioner Luke observed that sometimes when the State gets involved in how these services are offered, often the most populous counties benefit and the smaller counties lose local control. UNGER: Move approval. LUKE: Second. VOTE: UNGER: Yes. LUKE: Vice Chair votes yes. 4. Before the Board was Consideration of Approval of Health Benefit Administration Fees for the 2009 Plan Year. Ronda Connor gave a brief overview of the item. Commissioner Luke said that there were originally some concerns regarding some of the fees. Ms. Connor stated that this document represents a decrease in the original proposed fees. Commissioner Unger asked about the average cost per employee per month. Ms. Connor said there are 970 employees, but some have family members enrolled and some don't. UNGER: Move approval of the plan year beginning August 1, 2009. LUKE: Second. VOTE: UNGER: Yes. Before the Board was Consideration of Approval of Weekly Accounts Payable Vouchers for the 9 -1 -1 County Service District in the Amount of $13,144.37 (two weeks). Before the Board was Consideration of Approval of Weekly Accounts Payable Vouchers for Deschutes County in the Amount of $1,728,507.41 (two weeks). UNGER: Move approval, subject to review.
