BACKGROUND AND POLICY IMPLICATIONS:
This document is an amendment to the two year master agreement for the biennium beginning on Illy
1St, 2009 and extending until June 30th, 2011. This amendment adds the full amount for most of the
grant streams with the exception of the Healthy Start, and Runaway /Homeless Youth grants. Heall ay
Start and Runaway/Homeless Youth are only partially funded, Healthy Start, 1 quarter of funding, tnd
Runaway /Homeless Youth, 2 quarters.
FISCAL IMPLICATIONS:
This agreement is the basis for the majority of the grant funding that is awarded to local non - profit;.,
and for administrative services provided by the Deschutes County Commission on Children & Fan ilies.

Goods and /or Services: This is an amendment to the master agreement for funding for
the 2009 -2011 biennium between the Oregon Commission on Children & Families and
Deschutes County Commission on Children & Families. This amendment adds more of

Hello LCCF Directors,
Attached you will find a REVISED Amendment 1 (Exhibit C) to the 2009 -11
Intergovernmental Agreement. This revised Amendment replaces the Amendment 1 you
received on July 22, 2009. This Amendment reflects an increase in the 1 /8th allocation for
Healthy Start. The full allocation for the 2009 -11 Healthy Start funds will be allocated upon
completion of the Healthy Start Re- design Committee.
If you are able, please replace the attached revised Exhibit C with the Amendment you
received on July 22, 2009. If your BOCC has already signed the Amendment and no
changes can be made to it, please let us know so we can work with you getting a revised o
additional Amendment to you for signature.

AMENDMENT 1 TO
OREGON COMMISSION ON CHILDREN AND FAMILIES 2009 -2011 COUNTY
INTERGOVERNMENTAL AGREEMENT DES0911
This Amendment Number 1 (this "Amendment ") to Oregon Commission on
Children and Families 2009 -2011 County Intergovernmental Agreement between the
parties hereto and dated as of July 1, 2009 (as amended from time to time, the
"Agreement "), is entered into as of the date of the last signature hereto, by and between
the State of Oregon acting by and through its State Commission on Children and Families
( "Agency ") and Deschutes County acting by and through its Local Commission on
Children and Families ( "County ").
RECITALS
WHEREAS, the Agency and County wish to modify the Award set forth in
Exhibit C of the Agreement.
NOW, THEREFORE, in consideration of the premises, covenants and agreements
contained herein and other good and valuable consideration the receipt and sufficiency of
which is hereby acknowledged, the parties hereto agree as follows:
AGREEMENT
1. The Award section of Exhibit C of the Agreement is hereby amended to read in
its entirety as set forth in Exhibit 1 attached hereto and incorporated herein by this
reference.
2. County represents and warrants to Agency that the representations and warranties
of County set forth in section 2 of Exhibit E of the Agreement are true and correct
on the date hereof with the same effect as if made on the date hereof.
3. Agency shall adjust the disbursement of the Award to County consistent with the
change in the Award made by this Amendment.
4. Capitalized words and phrases used but not defined herein shall have the
meanings ascribed thereto in the Agreement.
5. Except as amended hereby, all terms and conditions of the Agreement remain in
full force and effect.
6. The parties hereto ratify and approve the Agreement as herein amended.
7. This Amendment may be executed in any number of counterparts, all of which
when taken together shall constitute one agreement binding on all parties,

notwithstanding that all parties are not signatories to the same counterpart. Each
copy of this Amendment so executed shall constitute an original.
IN WITNESS WHEREOF, the parties hereto have executed this Amendment as
of the dates set forth below their respective signatures.
