Luke; Commissioner Alan Unger was out of the office. Also present were Dave Kanner, County Administrator; Erik Kropp, Deputy County Administrator; Ken Hales, Corrections; Laurie Craghead, Legal Counsel; Debbie Legg, Personnel; Marc Mills and Sue Brewster, Sheriff's Office; and two other citizens. No representatives of the media were in attendance. Chair Baney opened the meeting at 10:00 a.m. 1. Before the Board was Citizen Input. Kelly Fischer, Home Ownership Counselor with Housing Works, thanked the Board for granting $5,000 for their Ready to Rent Program. This program helps people who had past housing issues so they can get into a position to be able to acquiring housing again. Three classes have been held at the Bethlehem Inn, and since completing the class, many of those people have been able to find housing. Housing Works has also received $600,000 in federal funding to address the problem of foreclosed, abandoned homes and getting them back into the housing market. Other properties will go into the ground lease program, which helps property to be more affordable. Commissioner Baney asked how they determine which properties go into the program. Ms. Fischer said there are only two census areas in Bend that are eligible, but properties Redmond, La Pine and other areas are. Minutes of Board of Commissioners' Business Meeting Wednesday, September 2, 2009 Page 1 of 7 Pages Christine Lewis of Housing Works said that the State got $19.6 million and also entitlement dollars, so these programs have to be outside of that entitlement. The NSP 2 is the American Recovery and Reinvestment Act. The State of Oregon is the lead with various cities and counties as part of the project; this is a different funding stream. Commissioner Luke asked if they are looking at just urban areas; Ms. Lewis replied that there is nothing in the NSP that precludes them from including more rural subdivisions. No other citizen input was offered. 2. Before the Board was Consideration of Signature of Document No. 2009- 531, the Oregon Commission on Children & Families' Budget Agreement for Fiscal Year 2009 -10. Debi Harr explained the item, which relates to a budget report that lists grants for 2009 -10, awarded through an RFP process or are designated funds. LUKE: Move signature. BANEY: Second. Before the Board was Consideration of Signature of Document No. 2009- 529, the Oregon Commission on Children & Families Medicaid Intergovernmental Agreement for 2009 -11. Ms. Harr said this document allows the Commission on Children & Families to accept funding through the Medicaid agreement. LUKE: Move signature. BANEY: Second. VOTE: LUKE: Yes. Before the Board was Consideration of Signature of Document No. 2009- 538, the Labor Agreement between Deschutes County and the Federal of Oregon Parole & Probation Officers for July 2009 through June 2011. Erik Kropp gave a brief overview of the item. He thanked the management negotiation team for its hard work, and the union bargaining team for its cooperation. The group met five times and negotiations were challenging, as opting out and moving the department into the Sheriff's Office were issues. Ken Hales said it is a two -year agreement. The first year COLA is deferred to the 4th quarter of the year. There is a modest increase for longevity pay and compensation for field officers. There is a COLA for the second year, between 2 -4 %, based on the CPI. Commissioner Luke asked if the longevity pay conforms to what the other unions have in place. Mr. Kropp confirmed this. Mr. Hales said that the probationary period was increased to 18 months from 12, to conform to the times it takes to complete required training. LUKE: Move signature. BANEY: Second. VOTE: LUKE: Yes. Before the Board was Consideration of Signature of Document Nos. 2009- 319 and 2009 -320, Services Agreements with the Humane Society of Central Oregon and the Humane Society of Redmond. Dave Kanner said the biggest issue with negotiating these contracts was the County's desire to promote increased dog licensing. The Societies did not want anything that would create additional workload. Mr. Kanner stated that Sue Brewster of the Sheriff s Office suggested rather than having the Societies become enforcers, instead they will get the guardian's information and have them pay for a voucher to use to purchase a dog license. When the animal is released from impound, the voucher will be completed, and the keeper will take their dog to a veterinarian for the required rabies vaccination and license. This applies only to strays brought in by the public. When the County picks up a dog, the Sheriff's Office will issue a gate citation. It will be possible to follow up on the vouchers and whether they have been redeemed. Commissioner Luke asked if the cities are involved, and whether they can require veterinarians to sell dog licenses as a part of their business license. Laurie Craghead said the provision for a voucher is an alternative. They can either show the Sheriff's citation for having a non - licensed dog or bring in the vouchers. It is not limited to just strays but for owned dogs as well. Also, when someone adopts a dog, the owner has thirty days to get a license; they will get a voucher that they have paid for in advance. If it is possible to tell if a dog is altered, the fee will be adjusted accordingly since it is more for an unaltered dog. Mr. Kanner said that the forms are sequentially numbered, three -part, and logs will need to be maintained on what has been sold and to whom. LUKE: Move signature. BANEY: Second. VOTE: LUKE: Yes. ADDITION TO THE AGENDA Before the Board was Consideration of Signature of Document No. 2009- 540, a Real Property Lease Agreement with the Bend Trap Club. Sue Brewster explained the item, which relates to the shooting range east of town near Milepost 30. The Road Department needed this lease in place to begin work. The lease is for 99 years. The Trap Club is interested in having the Sheriff's Office out on site. The Sheriff's Office will pay the property taxes up to $5,000 per year. Mr. Kanner asked about the water cistern. Ms. Brewster said that the Sheriff's Office will purchase the water system and the Trap Club will install it. Capt. Mark Mills added that there is already a well. The water will be used for drinking purposes and for maintaining some grass on the property. Solar power will be used, with battery backup. Mr. Kanner said that the first opportunity to renegotiate is at ten years. He asked what happens if the Trap Club dissolves before that time; can the Sheriff's Office use the property at that point. Ms. Brewster said the property could be condemned or they could negotiate with any new owners. Capt. Mills said they can only have a wildlife refuge fence in that area. They will improve it where it meets Highway 20, and there will be a fence between the areas used by the Trap Club and the Sheriff's Office to differentiate the users. There will be berms, and minimal lighting for night shoots. The Trap Club is building the structure that both entities would be using. In regard to the current site in Redmond, Capt. Mills stated that Teresa Rozic of Property & Facilities is working on a plan on what steps need to be taken. LUKE: Move signature. BANEY: Second. VOTE: LUKE: Yes. BANEY: Chair votes yes. Commissioner Baney said that she doesn't think there will be that much citizen input but is open to having the meeting earlier since they will be meeting again at 1:00 p.m. Commissioner Luke was concerned about starting earlier since people are used to the meetings beginning at 10:00 a.m. After further discussion, the Board decided to start the meeting at 10:00 a.m. as usual. Commissioner Baney said that she is not in favor of taking general public testimony on any of the items unless it is required. The program's objective is to return foreclosed, abandoned or blighted properties to the market to stabilize neighborhoods and preserve the value of surrounding homes. Eligible uses of funds include: • Purchasing /rehabilitation of foreclosed /abandoned homes and residential properties • Providing financing mechanisms for homebuyers for foreclosed properties • Establishing "land banks" of foreclosed homes • Demolishing blighted structures • Redevelopment of demolished or vacant properties. Housing Works Award: $600,000 Award Purpose: Housing Works was awarded funds to purchase approximately 16 bank - owner, foreclosed homes throughout Central Oregon, excluding the Bend entitlement area. The homes will be placed in the organization's HomeQuest Ground Lease program and will be made available for purchase to lower- income households participating in Housing Works' Homeownership Program. The land will be retained by Housing Works and leased Tong -term to the homebuyer who will purchase the home. Target Program Beneficiary Population: Households may earn up to 80% of Area Median Income, e.g. a family of 4 in Deschutes County may earn up to $50,800; in Crook County, up to $40,950; i,nd in Jefferson County, $40,000. HomeQuest Ground Lease Program: The HomeQuest Ground Lease program was created in 2007 to respond to tht homeownership needs of lower- income households during the housing boom. Modeled after the Portland Community Land Trust, the program was developed to offer homes affordable to households earning up to 80% AMI in the region and keep them affordable for many years to come. This program has leading community developers and builders partnering with Housing Works to create homeownership opportunities. The Ground Lease is an important component of Housing Works' HomeQuest Homeownership Program. Qualified families work one -on -one with the Homeownership Manager to make a plan of action to achieve their homeown( r- ship dreams. Housing Works' community partners include the Hayden Giving Fund, West BE nd Property Company, Neighborlmpact, Southern Oregon Federal Credit Union, end Habitat for Humanity.
