Luke and Alan Unger. Also present were Dave Kanner, County Administrator; Erik Kropp, Deputy County Administrator; Sue Brewster and Lt. Gary Decker, Sheriff's Office; District Attorney Mike Dugan; Ken Hales, Community Corrections; and two other citizens. No representatives of the media were present. Chair Baney opened the meeting at 10:00 a.m. 1. Before the Board was Citizen Input. None was offered. 2. Before the Board was Consideration of Signature of Document No. 2009- 434, a Lease Agreement regarding Use of County -owned Property (Rickard Road). Sue Brewster and Lt. Gary Decker came before the Board. They explained the reason for the lease agreement, which allows for a place for rescued animals. On -site caretakers have asked for some of the barn and corral space for a few larger animals, separate from the area that will be used to large animal rescue. Lt. Before the Board was Consideration of Signature of Document No. 2009- 575, an Intergovernmental Agreement with the Oregon Department of Justice regarding a Grant for District Attorney Services for Juvenile Dependency Proceedings. District Attorney Mike Dugan explained the agenda item. This will enhance services for juvenile dependency proceedings. The amount, approximately $73,000, was not budgeted, as it was not known at the time whether this would be funded by the State. LUKE: Move approval. UNGER: Second. VOTE: LUKE: Yes. UNGER: Yes. Before the Board was Consideration of Signature of Document No. 2009- 574, an Application to the Oregon Department of Corrections for Supplemental Funding for the Supervision and Treatment of Drug - addicted Offenders. Ken Hales said this relates to requirements of Measure 57, making monies available to community corrections departments to address substance abuse cases. This application is for Deschutes County's share of those funds. Much of the detail will be identified within the subsequent intergovernmental agreement. Two FTE's were budgeted for this agreement; it is unknown at this time whether this can be handled by existing personnel or if some hiring will need to be done. The formula for funding this program had not been decided by budget time, but Measure 57 required that it be developed. The way it was going to be handled was not known at the time.
